Staff has reviewed the submittal for completeness and has determined that the submittal Is incomplete and the following item is required. Additional items of concern maybe identified upon review next submittal: INCOMPLETE ITEM: • Per the City Standard Urban Storm Water Mitigation Plan dated April 2003, the applicant must complete the checklist under Appendix A with their submittal for development permits. Completing the checklist will determine your project's Storm water best management practices requirements and determine the type of report required. ISSUE: • The proposed changed in use from Standard Commercial Office Use to Medical Use (training and health consultation services) will result in traffic volume increase. According to Table 18.42.02, Chapter18.42 of City of Carlsbad Municipal Code, the estimated ADT for Standard Commercial Office is 20 ADT per 1000 sq. feet and the estimated ADT for Medical Use is 50 ADT per 1000 sq. feet. The proposed project area is 2,563 sq. feet. The increase in ADT is 2,563 sq. ft. (50ADT-30ADT)/1000sq. ft. = 77 ADT. The owner or developer will be required to pay^^Traffic Impact Fee in accordance with Chapter 18.42 of City of Carlsbad Municipal Code. The shopping center was approved as a specialty retail shopping center with restaurants being allowed as long as they do not exceed 2,000 square feet. The applicant is requesting permission to offer personal one on one training at the location. Training sessions will be by appointment only and there will be no memberships or group classes. Applicant prefers not to submit plans for the tenant improvement at this time until the Redevelopment Permit is approved. Applicant states that the tenant improvement consists of an addition of a unisex bathroom. There are some Items that need to be submitted in order to receive comments from other City departments. The attached list includes information that must be submitted to complete your application. This list of items must be submitted directly to the Housing & Redevelopment Office. Ail list items must be submitted simultaneously and a copy of this list must be included with your submittal. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted to the Redevelopment Office, the City has an additional thirty (30) days to make a determination of completeness, ff the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, January 12, 2007 to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. It is in the incomplete letter. Also, next Thursday, March 8 is going to be my last day in the Redevelopment Dept. as I am taking a position in the Planning Dep. Cliff should be taking over these projects after that and he will be familiar with them. I will still be available if there are any questions, just In a different department. I left a message specifying what I needed and wy, but never got a return call. Can you help me locate this? Perhaps it is something that can be emailed over? That would be very helpful. The decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal period. Attached is a copy of the approved permit with conditions authorizing a change in use from office to a personal training studio. Please review all conditions carefully. Violation of the conditions could result in revocation of this pennit. I wanted to take this opportunity to infonn you of some additional requirements that apply to new businesses and may prove useful to you. For instance, a sign permit is required prior to the installation of new signage on the building, a building pennit is required for tenant improvements to the building, and a business license is required for all business.
