Applicant: Paul Zamora Housing & Redevelopment: • Please provide 3 copies of a 24" x 36" site plan/floor plan to scale with the following information: i. Please fix the discrepancy in measured square footage, based on the scale provided, and listed square footage for both businesses shown on the site plan. • Based on the uses listed on the site plan, it does not appear that there is adequate parking for this project. See calculations below: A- (880 sq. ft. salon) = 3 spaces B- (525 sq. ft. ceiling business) = 2 spaces C- Studio = 1.5+ 0.5 guest D-Studio = 1.5+ 0.5 guest E-Studio = 1.5+ 0.5 guest F- Studio = 1.5 + 0.5 guest G- Studio = 1.5+ 0.5 guest H- Trailer = 2 spaces I - Studio = 1.5 + 0.5 guest J- Studio = 1.5 + 0.5 guest ADA requirement = 1 space Total Required Parking = 22 spaces Fire: • Fire Department has reviewed this project as requested and would comment or question how the onsite parking for this commercial location will affect FD access to the multi-family residence located to the rear (east) of this location. Fire Department access is already challenging given how many buildings are situated on the two lots and there is currently no provision for a FD turnaround. Given that the inclusion of commercial use on this property negates the applicants ability to claim that this is a non-conforming use, and FD would likely require ful! compliance with all Fire Code provisions. Regarding any comments from the Fire Department, please contact Greg Ryan at 760- 602-4663. Engineering: • Submit three (3) copies of a preliminary title report current within the last six months. This is required to confirm that sufficient right of way for Carlsbad Blvd. The following Engineering issues need to be resolved prior to the next submittal: 1. Revise the site plan and relocate the required parking to provide a minimum drive aisle width of 14'. The drive aisle width between the existing building and parking spaces # 2 and 3 scales 11' on the site plan and does not provide adequate vehicular access to and from the existing residential uses located on the eastern 02/22/2008 11:35:00 AM portion of the site. A 14ft width is needed to maintain emergency vehicle access to the existing residential uses located on the eastern portion of the site. 2. Revise the plans to include an onsite vehicular turn-around or callout an area where a 3-point turn can be performed for a standard passenger vehicle. Staff is concerned with vehicles backing out into Carlsbad Blvd. In accordance with engineering standards, driveways having an ADT greater than 40 or more than four (4) units shall provide an approved turn-around or internal circulation to preclude vehicles backing onto a public street. 3. Revise the plans to include an onsite vehicular turn-around to accommodate a trash truck using CALTRANS Highway Design Manual, Figure 407E. The Site Plan should show inside and outside turning radii. This 407E turn-around around may satisfy the vehicular turn above around since it exceeds the passenger car vehicle turning radii. 4. Provide parking requirement calculations for the proposed hair salon, the existing ceiling business, and for all of the existing residential uses. Please include the square footage for all commercial uses and number of bedrooms for the residential uses. 5. Show the locations of the required parking on the site plan to demonstrate that parking for all existing and proposed uses can be provided without encroaching into the required turn-around space. 6. There is only room for one standard (20 ft x 8.5 ft) parking space and one ADA (20 ft x 17 ft) space in front of the proposed salon business. The other required standard space must be located elsewhere on the property. 7. Include information (drainage direction, arrows, slopes, etc.) on the Site Plan that demonstrates how the project site drains. 8. Show location of existing water meters, and sewer service laterals for all existing uses. Provide evidence that these facilities are sized adequately to serve both the existing and proposed uses. 9. This review does not constitute a complete review of the proposed project. Additional items of concern as well as comments on technical and design aspects of the proposal will be identified upon re-submittal. Fire Department has reviewed this project as requested and would comments or question how the onsite parking for this commercial enterprise will affect FD access to the multiple residence located to the rear (East) of this location. Fire Department access is already challenging given how the many buildings are situated on the two lots and there is currently no provision for a FD turnaround. Given that the inclusion of Commercial use on this property negates the applicants ability to claim that this is an existing non- conforming use, and Fire would likely require full compliance with all Fire Code provisions.
