COMPLETENESS REVIEW
PROJECT ID: RP 07-21 PRIETTO RESIDENTIAL
The Engineering Department has completed its review of the above referenced project for
compliance with the previously determined issues. The project appears to comply with City
engineering standards and all issues have been addressed. Please add the following conditions
of approval to the approving resolution or letter:
1. Developer shall comply with the City's Stormwater Regulations. Developer
shall implement best management practices at all times. Best management
practices include but are not limited to pollution treatment practices or
devices, erosion control to control silt runoff during construction, general
housekeeping practices, pollution prevention and educational practices,
maintenance procedures, and other management practices or devices to
prevent or reduce the discharge of pollutants to stormwater, receiving
water or stormwater conveyance system to the maximum extent
practicable.
2. Subject to the City Engineer's approval, the property owner shall process
an adjustment plat with the City to consolidate Lots 27 and 28 of Block 48
of Map 365 into one lot or adjust the boundary lines between said lots to
bring the existing property improvements into conformance with City
standards. Said adjustment plat shall be processed unless documentation
can be provided validating that the lots have been legally consolidated by
separate instrument.

COMPLETNESS AND ISSUES REVIEW
Engineering Department staff has completed a review of the above-referenced project
for completeness and engineering issues of concern. All items needed for engineering
review are provided for determining the application as complete. Engineering issues
which need to be resolved or adequately addressed prior to staff making a
determination on the proposed project are as follows:
1. Complete the City's Stormwater Requirement Applicability Checklist. This checklist can
be printed from the following website link:

2. City records suggest that this development exists on two lots. Plot the lot line
dividing Lot 27 and 28. If these lots were legally consolidated, provide
documentation proving the consolidation.
3. The total building square footage is slightly smaller than the office square
footage. How can this be? Also, provide square footage of proposed living
space.

Dear Mr. Prietto:
Thank you for applying for a Redevelopment Permit in the City of Carisbad. The
Housing and Redevelopment Department together with other appropriate City
departments, has reviewed your Administrative Redevelopment Permit as to its
completeness for processing.
The application is incomplete, as submitted. The attached list includes information that
must be submitted to compiete your application. This list of items must be submitted
directly to the Housing & Redevelopment Office. All list items must be submitted
simultaneously and a copy of this list must be included with your submittal. No
processing of your application can occur until the application is determined to be
complete. When all required materials are submitted to the Redevelopment Office, the
City has an additional thirty (30) days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application
will be initiated. In addition, please note that you have six months from the date the
application was initially filed, September 19, 2007 to either resubmit the application or
submit the required information. Failure to resubmit the application or to submit the
materials necessary to determine your application complete shall be deemed to
constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

Staff has completed a review of the subject project for application completeness. The
applications and plans submitted for this project are incomplete at this time. Please
resubmit 3 sets of plans addressing the following incomplete items:
Housing & Redevelopment:
• Please correct data table so it reflects the total building square footage
and the building square footage for each use.
Building:
• Please specify on plans for which building the use change is being
requested.
• Please clarify on plans the proposed land use for the specified building.
• During the building permit plan check process, it must be demonstrated
that the converted building meets the current building code for converted
occupancy.
Regarding any comments from the Building Department, please contact Will Foss,
Building and Code Enforcement Manager, at 760-602-2716.
Engineering:
• Please complete the City's Stormwater Applicability Checklist. This can

Dear Mr. Prietto:
On December 18, 2007 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 07-21 for property located at
3071 Jefferson Street. The decision of the Housing and Redevelopment Director is
subject to a ten (10) day appeal period.
Attached is a copy of the approved permit with conditions authorizing a change in use
from office to residential. Please review all conditions carefully. Violation of the
conditions could result in revocation ofthis permit.
