CHANGE IN USE

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carisbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 07-21) for a
change in use from office to residential for the building located at the rear of the property on 3071
Jefferson Street. The property is located on the west side of Jefferson Street. The assessor parcel
number is 203-351-11.
The proposed use is classified as a permitted use in Land Use District 2 under the Carisbad Village
Redevelopment Master Plan; however, an Administrative Redevelopment Permit is required because
of the change in use. The applicant for the redevelopment permit is John Prietto. The permit will
allow the applicant to change the land use from office to mixed-use. Staff supports the issuance of
the Redevelopment permit for the following reasons: the use is not likely to negatively impact existing
or planned retail continuity in the area and the property has adequate parking available on-site to
accommodate the proposed use.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on December 17, 2007. Appeal forms are available at
the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the California
Environmental Quality Act (CEQA) per Section 15301 of the State CEQA Guidelines the minor
alteration of existing private structures and will not have an adverse significant impact on the
environment. Appropriate documentation will be filed by the City of Carisbad's Reclevelopment
Department.
