[x] The following items must be provided once it has been determined that the application is complete: Radius Map, Two separate sets of the Property Owners List and Labels. The property owner list must be typed and contain the names and addresses of all property owners within a 300 feet radius of the subject property (including the applicant and/or owner). The list shall include the San Dlego County Assessor's parcel number from the latest assessment rolls. Except for single family residences, the apartment or suite number must be included on the address mailing labels for property owners within 300 feet radius of subject property; the parcel number should not be typed on the address labels. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2 The following findings have been made in order to approve the Administrative Redevelopment Permit to allow a change in land use from a "Restaurant" only to a "Restaurant with Entertainment": 1. The Housing and Redevelopment Director has determined that the project is consistent with all applicable development standards and land use policies set forth within the Village Master Plan and Design Manual and Village Redevelopment Plan. 2. The Housing and Redevelopment Director has determined that the project is consistent with the policies, goals and action programs set forth within the Carlsbad General Plan. 3. The Housing & Redevelopment Director has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines and will not have an adverse significant impact on the environment. The use shall be conducted according to, and be consistent with, the Redevelopment Permit application and site/floor plan approved by the Housing and Redevelopment Director. The premises shall at no times operate as a restaurant. 2. The use shall be operated in a manner that is consistent with the project description provided by the applicant and contained within this approved permit. Any changes to the operations of the subject facility or provision of intended services shall require prior written approval by the Housing and Redevelopment Director. Certain changes to the proposed use may require an amendment to the approved permit. 3. All food items purchased on site shall be for off-site consumption only. No tables or chairs shall be provided on-site for eating purposes, including no sidewalk tables or chairs. 4. The on-site commercial kitchen facilities shall be for preparation of catering and take-out food items only. 5. A separate sign permit shall be required prior to the installation of any signs advertising the proposed use. 6. Before engaging in the proposed use, the applicant shall obtain the appropriate business license from the City of Carlsbad. 7. This permit shall be subject to revocation if the applicant fails to conform to any of the above conditions of approval.
