Date of Notice: October 30, 2008 NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad has made a decision to APPROVE an Administrative Redevelopment Permit (RP 08-51) for a land use for private property located at 539 Carlsbad Village Drive, Suite 100 (APN 203-297-01). The property is located on the south side of Carlsbad Village Drive between State Street and Roosevelt Street. The subject suite is located within an existing business arcade consisting of both retail and office uses. The proposed project involves the conversion of an existing office use to a business specializing in life coaching and spiritual readings (a.k.a. "Fortuneteller" as defined in Carlsbad Municipal Code Section 5.50.010(c)). The Housing and Redevelopment Director has determined that the proposed project meets all applicable requirements and is consistent with the Village Master Plan and Design Manual. Therefore, the Director has approved the subject permit. The applicant for the Redevelopment Permit is Julie Holbrook. The permit will allow this business location to convert from an office use to a "fortuneteller" use with certain operating conditions applied. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00 p.m. on Monday, November 10. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15301 of the State CEQA Guidelines the minor alteration of existing private structures and will not have an adverse significant impact on the environment.
