NOTICE OF FINAL ACTION
CHANGE IN USE FROM COMMERCIAURETAIL TO RESTAURANT
2780 CARLSBAD BOULEVARD, CARLSBAD, CA.
Date of Notice: April 21, 2009
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 08-61) for a
land use for property located at 2780 Carlsbad Boulevard (APN 203-172-14). The property is located
on the east side of Carlsbad Boulevard between Beech Avenue and Christiansen Way. The
proposed project consists of the conversion of an existing commercial/retail building to a restaurant
land use. The Housing and Redevelopment Director has determined that the proposed project meets
all applicable requirements and is consistent with the Village Master Plan and Design Manual.
Therefore, the Director intends to approve the subject permit.
The applicant for the Redevelopment Permit is Terramar Enterprises. The permit will allow this
property to convert from a commercial/retail land use to a restaurant land use with certain conditions
applied.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00 p.m. on Friday, May 1st. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the California
Environmental Quality Act (CEQA) per Section 15301 of the State CEQA Guidelines the minor
alteration of existing private structures and will not have an adverse significant impact on the
environment. Appropriate documentation will be filed by the City of Carlsbad's Redevelopment
Department.

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
intends to APPROVE an Administrative Redevelopment Permit (RP 08-61) for a land use for property
