CONDITIONS OF APPROVAL (IF APPLICABLE) Description of Project Project Name: Whistle Stop Flea Market There is a great need for a community-based gathering of passionate minded antique vendors meeting with interested and supportive shoppers. The current economy woes have negatively impacted retail establishments across the board. We need to implement innovative ways to attract a broader customer base with special events and user-friendly activities that bring them into the retail neighborhood. I owned a shabby-chic home fumishings and primitive antique shop with an outdoor garden and a coffee bar in the "Old Poway" area. We were located in an outdoor retail mall across the street from the historical train depot. In order to lure more customers into our area, I organized a local flea market once a month called "First Saturday Flea Market". Located in our parking lot, it corresponded with the monthly events at the "Old Poway Train Dept" along with a certified "Farmer's Market". Every merchant in the area benefited from the increased activity in the neighborhood. The "Whistle Stop Flea Market" wdll be held on a monthly basis, preferably the first Saturday of each month. Open to the public between 7:00 a.m. to 3:00 p.m. with vendors setting up at 6:00 a.m. The vendor booths will measure 10' x 10' with a maximum number of 18 on the property parking lot and 6 inside the building. Vendors are encovu*aged to setup canopies to identify and shade their perspective space. Walkways between the booths will be handicap access. We will provide a unisex handicap access port-a-potty for the vendors and shoppers. Any food vendors must meet the County of San Diego health regulations and there will not be any open-flame cooking on site. Live or recorded event music wdll not be amplified outside the building. As my sisters and I traveled to buy treasures for our shop, we always booked trips wdth a flea market in the town or village; Califomia's Alameda Point Antiques & Collectible Faire, Round Top in Texas, Brimfield Antique & Flea Market Shows, Brooklyn Flea, Arkonaplatz in Berlin, Portobello Road Market in London, Porte de Vanves and Clignancourt in Paris. The Groves in Irvine, Santa Monica, Long Beach, Pasadena, and Tustin are but a few local communities that offer vendors and buyers alike a monthly flea market buying experience. North Coastal San Diego County is lacking a reputable monthly flea market. The City of Carlsbad with its comfortable downtown village atmosphere along with the ambience of the Carlsbad Train Depot and a wealth of restaurants will attract even more visitors and shoppers with a successful flea market offering an interesting lineup of vendors. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2 The following findings have been made in order to approve the Administrative Redevelopment Permit for property located at 2659 State Street: 1. The Housing and Redevelopment Director has determined that the project is consistent with the policies, goals and action programs set forth within the Carlsbad General Plan. 2. The Housing and Redevelopment Director has determined that the project is consistent with ali applicable development standards and land use policies set forth within the Village Master Plan and Design Manual and Village Redevelopment Plan. 3. This approved permit serves as the required Redevelopment Permit for the subject project, approving a request to hold a monthly flea market. 2. The project shail be completed according to, and consistent with, the plans approved by the Housing and Redevelopment Director on the date noted above. The approved plans have been stamped by the Housing and Redevelopment Director and indicate the approval date of 11/24/2009. 3. The flea market shall be held on a Saturday, and no more than one (1) time per month. 4. There shall be a maximum of 24 totai vendors on the property for the flea market with 18 vendors on the parking lot, and 6 vendors inside the building. 5. There shall be no amplified music during the flea market. 6. There shall be no cooking with open flames during the flea market. 7. All canopies and tents shall have a fire resistant treatment. The Fire Department will conduct on-site inspections for compliance. 8. All signage for the flea market must be approved by the Housing and Redevelopment Department. No off-site signage shall be permitted at any time. 9. Ali vendors must obtain and maintain a business license from the Finance Department. 10. This permit shall be subject to revocation if the applicant fails to conform to any of the above conditions of approval.
