NOTICE OF FINAL ACTION
CHANGE IN USE FROM RETAIL TO COFFEE SHOP

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP 09-39) for
property located at 2744 Carlsbad Boulevard #100 (APN 203-172-11). The property is located on the
west side of State Street between Laguna Drive and Beech Avenue. The property is located on the
east side of Carisbad Boulevard between Beech Avenue and Christiansen Way. The proposed
project consists of the conversion of an existing commercial/retail space to a coffee shop. The
Housing and Redevelopment Director has determined that the proposed project meets all applicable
requirements and is consistent with the Village Master Plan and Design Manual. Therefore, the
Director has approved the subject permit.
The applicant for the Redevelopment Permit is Drogo Development Incorporated. The permit will
allow the space to convert from a commercial/retail land use to a coffee shop with certain conditions
applied.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Planning Commission, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00 p.m. on Monday, November 30. Appeal forms are available
at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you

NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the California
Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines in that the
project involves the conversion of an existing small structure from one use to another where only
minor modification are made to the interior of the structure. Appropriate documentation will be filed
by the City of Carisbad's Redevelopment Department.
