NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
intends to APPROVE an Administrative Redevelopment Permit (RP 09-48) for property located at
505 Oak Avenue #C (APN 204-010-16). The property is located on the south side of Oak Avenue,
between State Street and Tyler Street. The applicant is requesting permission to operate a dog
daycare at the above mentioned address. The Housing and Redevelopment Director has
determined that the proposed project meets all applicable requirements and is consistent with the
Village Master Plan and Design Manual. Therefore, the Director intends to approve the subject
permit. The applicant for the Redevelopment Permit is Bruce Murray.
Those persons wishing to comment on the proposed project and intended action by the Housing
and Redevelopment Director are cordially invited to submit written comments or contact the
Housing and Redevelopment Department by 5:00pm on Monday. Mav 24. 2010. If you have
comments on the proposed project and intended action, please contact Austin Silva in the Housing
and Redevelopment Department at (760) 434-2813. You may also provide your comments in
writing to the Housing and Redevelopment Department at 2965 Roosevelt Street, Suite B,
Carlsbad, CA 92008.
NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the
California Environmental Quality Act (CEQA) per Section 15303 Class 3 of the State CEQA
Guidelines in that the project involves the conversion of an existing small structure from one use to
another where only minor modifications are made to the interior of the structure. Appropriate
documentation will be filed by the City of Carlsbad's Redevelopment Department.

Dear Mr. Murray-
Thank you for applying for an Administrative Redevelopment Permit in the City of
Carlsbad. The Housing and Neighborhood Services Department together with
other appropriate City departments, have reviewed your application as to its
completeness for processing.
The application is incomplete, as submitted. The attached list includes
information that must be submitted to complete your application. This list of
items must be submitted directly to the Housing & Neighborhood Services
Office. All list Items must be submitted simultaneously and a copy of this
list must be included with your submittal. No processing of your application
can occur until the application is determined to be complete. When all required
materials are submitted to the Housing and Neighborhood Services Department,
the City has an additional thirty (30) days to make a determination of
completeness. If the application is determined to be complete, processing for a
decision on the application will be initiated. In addition, please note that you
have six months from the date the application was Initially filed, December 14,
2009, to either resubmit the application or submit the required infonnation.
Failure to resubmit the application or to submit the materials necessary to
detennine your application complete shall be deemed to constitute withdrawal of
the application. If an application is withdrawn or deemed withdrawn, a new
application must be submitted.

Engineering:

application completeness. The application and plans submitted for this project
are considered incomplete and unsuitable for further review due to the following
missing or incomplete items:
1. The site plan must show existing and proposed improvements, drainage, and
utility connections. Show access, street frontage, and public right of way.
2. The proposed (outdoor) animal waste drain and collection device should be
clearly identified on the site plan.
3. This project will be conditioned to comply with construction storm water
criteria (for the tenant improvements) and the animal waste portion of the site
operation.
4. The site plan shows 3 kennels. Is this the total number of kennels proposed?
Will there be floor drains included in the proposed tenant improvements?
Please clarify.
This review does not constitute a complete review of the proposed project based
on missing information. Comments on technical and design issues will be
identified upon submission of the above items.
