Description/Explanation: Existing property is an automobile fuel retailer with 4 MPD's (multi-product gasoline dispenser), a small convenience store/sales area, a 2 bay automotive repair facility, and propane refilling station. The proposed project involves the removal of the repair facility and expansion of the building into a 1986 sqare foot 7-Eleven convenience store. The fuel and propane retialing will be retained. The applicant has received approval to construct a 697 square foot addition to an existing building. 2. The approved plans have been stamped by the Housing and Redevelopment Director and indicate the approval date of January 4, 2011. 3. The applicant shall obtain required building permits for construction of the new structure. 4. A separate sign permit is required for any new signage locate on site. 5. The exterior of the building shall be properly maintained. 6. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, developer shall apply for and obtain approval from, the city engineer for the proposed haul route. 1. Developer shall submit to the city engineer an acceptable instrument, or other recorded document, addressing the shared private improvements within this project, including but not limited to private drive aisles, reciprocal access, paving and drainage located therein and to identify maintenance among the owners of the adjacent properties. 9. Developer shall cause property owner to execute and submit to the city engineer for recordation the city's standard form Drainage Hold Harmless Agreement. 10. Developer shall cause property owner to process, execute and submit an executed copy to the city engineer for recordation a city standard Permanent Stormwater Quality Best Management Practice Maintenance Agreement for the perpetual maintenance of all treatment control, applicable site design and source control, post-construction permanent Best Management Practices prior to the issuance of a building permit for this project. 11. Developer shall cause property owner to apply for, execute, and submit, to the city engineer for recordation, an Encroachment Agreement covering private storm drain connection to the existing public storm drain on Carlsbad Village Drive. Developer shall pay processing fees per the city's latest fee schedule. Grading 12. Developer shall comply with the city's Stormwater Regulations, latest version, and shall implement best management practices at all times. Best management practices include but are not limited to pollution control practices or devices, erosion control to prevent silt runoff during construction, general housekeeping practices, pollution prevention and educational practices, maintenance procedures, and other management practices or devices to prevent or reduce the discharge of pollutants to stormwater, receiving water or stormwater conveyance system to the maximum extent practicable. Developer shall notify prospective owners and tenants of the above requirements. 13·t Developer is responsible tAsure that all final design plans (la.cape plans, building plans, etc) incorporate all source control, site design, treatment control BMP, and Low Impact Design (LID) facilities. Utilities 14. Developer shall meet with the fire marshal to determine if fire protection measures (fire flows, fire hydrant locations, building sprinklers) are required to serve the project. Fire hydrants, if proposed, shall be considered public improvements and shall be served by public water mains to the satisfaction of the district engineer. 15.
