The Housing and Neighborhood Department together with other appropriate City departments, has reviewed your Administrative Review Permit as to its completeness for processing. The application is incomplete, as submitted. The attached list includes information that must be submitted to complete your application. This list of items must be submitted directly to the Housing & Neighborhood Services Office. All list Items must be submitted simultaneously and a copy of this list must be included with your submittal. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted to the Housing and Neighborhood Services Office, the City has an additional thirty (30) days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, piease note that you have six months from the date the application was initially filed, July 12, 2010, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. The applications and pians submitted for this project are incomplete at this time. Please resubmit 1 set of plans addressing the ifollowing incomplete items: Housing and Redevelopment: 1. Please provide a floor plan showing the floor plans for all businesses on the two properties that are subject to a possible reciprocal parking agreement. In the parking table, you have Garcia's Restaurant as being 800 square feet when it appears to be the same size as Nattiya's Thai Restaurant on the site plan. Please verify this. 2. Please correct the parking table. According to my measurements, the net fioor area for Nattiya's Thai Restaurant is 951 square feet. If you are able to reduce the square footage by 2 feet, it will require 9 parking spaces instead of 10. 3. The parking shown on the site plan is not sufficient for the property and proposed use. However, there are options in order to satisfy the required parking. Please infonn staff if you are going to pursue participation in the Parking-ln-Lieu-Fee Program and move forward with reciprocal parking agreement between the two properties owned by the Garcia family. The applications and plans submitted for this project are incomplete at this time. Please resubmit 2 sets of plans addressing the following incomplete items: Housing and Redevelopment: 1. Please label and indicate the size the room located in between the dry storage and restrooms. It appears to be 95 square feet. This room will have to be counted towards the parking requirement because it is usable space by employees. 2. Please correct the pari<ing table. The occupancy calculations show the dining and kitchen area having a total of 1096 square feet. In addition to the 95 square feet for the room noted in comment #1, it totals 1,191 square feet. This requires 12 parking spaces. 3. The required parking total for the three (3) businesses located on the subject parcei is 22, and 15 spaces are located on site. The adjacent parcel to the north has 8 parking spaces on site with the beauty salon requiring two (2) spaces. With 24 spaces required and 23 provided, there is a shortage of one (1) parking space. Please explain/demonstrate how the parking shortage will be addressed. 4. The parking shown on the site plan is not sufficient for the property and proposed use. However, there are options (listed below) in order to satisfy the required pari<ing. • The subject property and property to the north may be tied together with a recorded reciprocal parking agreement. A reciprocal parking agreement will require approval by the City Council at a public hearing and must be recorded against both properties. • Since the subject property and property to the north have the same owner, they may process a lot consolidation to create one larger lot where the parking for both properties would then be located on the same property. • The business and/or property owner may request to participate in the Parking In-Lieu Fee Program for the amount of parking spaces that aren't provided on site. The fee is $11,240 per space, and requires approval from the City Council. Engineering: 1. Show the existing alley access, adjacent fences and obstructions. Show access direction by an'ows on the site plan. 3. The 3 dumpsters shown on the site plan may have a problem with the existing utility riser and service box. Please show this utility feature on the site plan, reduce or relocate the 3^^ dumpster if necessary. A completed Stormwater Standards Questionnaire should be submitted concurrentiy with the project application.
