The application and plans submitted for this proposed project are considered incomplete with issues remaining as discussed below: 1. Please review and revise the storm water questionnaire (form E-34). I have attached comments and suggestions. I addition the project should include Low Impact Development (LID) measures to lesse the impact of storm water runoff from this development. Flow thru planters and pervious planters that can accept sheet flow from parking spaces could be incorporated into the design in compliance with current requirements and regulations. The applications and plans submitted for this project are also incomplete in some areas. Please take note of the comments. The application cannot be processed further without the requested information. Please resubmit 3 sets of plans addressing the following incomplete items by providing the requested information and addressing the noted issues at your earliest convenience: Housing and Neighborhood Services: 1. The parking requirement for a restaurant in the VR (Village Review) zone is one space per 100 square feet of net floor space. Net floor space is that area which remains after square footage of spaces that do not generate parking demand are removed from the calculation of total square footage of floor space of a building. Spaces which do not generate a parking demand include, but are not limited to, restrooms, storage areas, walkways, and similar space. 2. Parking is required to be provided for the kitchen area of the restaurant. Combining the 1 ,596 square foot kitchen area with the 2,644 square foot dining area requires a total of 42 parking spaces (4,240 square feet). 3. Standard parking spaces must have a minimum area of 170 square feet and a minimum width of 8'6". 4. Compact parking spaces may be used for up to 40% of the required parking spaces and must be 8' wide by 15' long. 5. Drive aisles for parking spaces at a 60 degree angle must be 18' wide. 6. With 42 parking spaces required and 29 spaces provided on site, there is a parking shortage of 13 spaces. Staff has identified possible solutions (listed below) that may satisfy the parking requirement with the City Council's approval:. A. The site is eligible to participate in the Parking In-Lieu Fee Program for up 100% of the required parking spaces. The parking in-lieu fee is $11 ,240/space. With 13 spaces needed, the total fee would be $146,120. This option allows Housing and Neighobrhood Services Director approval of the administrative permit for the change in land use, but requires Council approval of the parking in-lieu fee agreement prior to release of the building permit. B. A standards modification may be requested to ask for a reduction in the required parking spaces and to the standard parking space size. A standard modification would require a public hearing before the Planning Commission who would make a recommendation to the City Council for final decision. C. Valet parking may be used to satisfy the parking requirement if it can be shown that a valet operation can accommodate the required number of parking spaces on site. Because this is also considered a standard modification, it will require a Catch Restaurant 06115/2011 Page 3 of4 Fire: public hearing before the Planning Commission who would make a recommendation to the City Council for final decision. Staff has indicated that it will support valet parking as a standards modification for said project. 1. Fire Department access is inadequate. Per the meeting on 6/14111, if you are not able to meet the fire access requirements noted above, please submit a letter with your revised plans indicating the reasons that you will not be able to meet the requirements and request consideration of an enhanced fire sprinkler system for the building which will reduce fire risks, and request consideration for this alternate fire suppression system by the fire official. 4.
