To address post-development pollutants that may be generated from development projects, the City requires that new
development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management
Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). To
view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.gov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application
(subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of
storm water standards that must be applied to a proposed development or redevetopment project. Depending on the
outcome, your project wllf either be subject to 'Standard Stormwater Requirements' or be subject to addftional aiteria
called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the
storm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and Impacts.
City staff has responsibility for making the final assessment after submission c:A the deYetopment application. Jf staff
determines that the questionnaire was Incorrectly filled out and Is subject to more stringent storm water standards than
lnltlaMy assessed by you, thfs will result In the return c:A the development application as lncompfete. Jn this case, please
make the changes to the questionnaire and resubmit to the City.
If you are unsure about the meaning of a question or need help In determining how to respond to one or more of the
questions, please seek assistance from Land Development Engineering staff.
A separate completed and signed questionnaire must be submitted for each new development application submission.
Only ona completed and signed questionnaire Is required when multiple development applcatlons for the same project
are submitted concurrently. ln addition to this questionnaire, you must also complete, sign and submit a Project Threat
Assessment Form with construction permits for the project.

Description/Explanation:
The proposed project involves a request for a conditional use permit and a
redevelopment permit for permits to construct a 2,850 square foot temporary mobile
building on the SDG&E Encina Power Plant property located on the north side of Cannon
Road in Carlsbad.
The applicant is proposing to construct a Mobile Building as defined by Carlsbad
Municipal Code 21.04.2651 on the site of the existing North Coast Construction and
Operations (C&O) Center at 5016 Carlsbad Boulevard. The existing C&O Center is a 16-
acre site. This building will be utilized as a temporary multi-purpose office and meeting
room. The building is also proposed to accommodate up to 120 crew members for
weekly, required training and random DOT drug and alcohol testing. SDG&E does not
anticipate that additional parking will be required because the function of the building is
to serve existing employees already assigned to the North Coast C&O. Consequently,
there will be no increase in employees at the site as a result of construction of this
building. Training for North Coast C&O employees currently occurs at SDG&E's Mission
Skills facility in San Diego, so this proposal would eliminate extra drive time by
employees.

in one or more sections, designed and equipped for human occupancy for industrial, professional,
commercial, educational, or temporary housing (e.g., farmworker or transitional housing) purposes
to be used primarily with a temporary foundation system. A "mobile building" requires vehicle
registration from the state Department of Transportation pursuant to the state Vehicle Code and
requires registration and title from the state Department of Housing and Community Development
pursuant to the state Health and Safety Code. "Mobile building" does not include a recreational
trailer, mobile homes, manufactured home, or prefabricated home but may include a commercial
coach or trailer coach.

The proposed mobile building will be screened from public view by the existing buildings
and a masonry wall along Cannon Road. The proposed location is more level than most
of the C&O Center and will accommodate ADA access. The building site is also next to
existing utilities.
The SDG&E North Coast C&O Center is located within Specific Plan Area 144 and is
zoned Public Utility (PU). Per various City Council Resolutions as well as requirements of
SP 144, in order to modify or expand the current uses noted in the Specific Plan without
completing an amendment to the Plan, the improvements must be temporary in nature.
SDG&E is seeking approval of the temporary mobile building for an initial 5-year period,
with a 5-year extension. The proposed mobile building is approximately 48 X 60ft. in
size; approximately 2,800 square feet. The mobile building is proposed to be located in a
paved area of the site and consists of four (4) single wide trailers strung together. (See
Overall and Detailed Site Plans).
The C&O Center is also within the Coastal Zone. The area is identified as the Agua
Hedionda segment of the Carlsbad Local Coastal Program (LCP) and the State Coastal
Commission has retained the authority to issue the Coastal Development Permit, which
will be required subsequent to City approval.

SUBJECT: RP 11-35/CUP 11-07-SDG&E NORTH COAST OPS CENTER
At the April 4, 2012 Planning Commission meeting, your application was considered. The Commission
voted 6-0-1 to recommend approval of Redevelopment Permit RP 11-35. The decision of the Planning
Commission is advisory and will be forwarded to the City Council.
The Planning Commission also voted 6-0-1 to approve Conditional Use Permit CUP 11-07. The decision
of the Planning Commission will become final on April 14, 2012. The time within which judicial review
of this decision must be sought is governed by Code of Civil Procedure, Section 1094.6, which has been
made applicable in the City of Carlsbad by Carlsbad Municipal Code 1.16. Any petition or other paper
seeking judicial review must be filed in the appropriate court not later than t.he ninetieth day following
the date which this decision becomes final; however, if within ten days after the decision becomes final
a request for the record of the proceedings is made accompanied by the required deposit in an amount
sufficient to cover the estimated cost of preparation of such record, the time within which such petition
may be filed in court is extended to not later than the thirtieth day following the date on which the
record is either personally delivered or mailed to the party, or his attorney of record, if he has one. A
written request for the preparation of the record of the proceedings shall be filed with the City Planner,

This early public notice is to let you know that a development application for a
Conditional Use Permit (CUP) to construct a temporary mobile building on the SDG&E
Encina Power Plant property. This proposed temporary building is within your
neighborhood and has been submitted to the City of Carlsbad on December 9, 2011.
The project application is undergoing its initial reviews by the City.
LOCATION: 5016 Carlsbad Boulevard (driveway off the north side of Cannon Road of
the Encina Power Plant)
PROJECT DESCRIPTION: The applicant is proposing to construct 2,850 square foot
temporary mobile building on the SDG&E Encina Power Plant property to be used for
the North County SDG&E construction and operations center and in addition too as an
employee's meeting and training room.
Please keep in mind that this is an early public notice and that the project design could
change as a result of further staff and public review. A future public hearing notice will
be mailed to you when this project is scheduled for public hearing before the Planning
Commission.

Environmental Setting
32. The proposed project involves the construction of a 2,850 square foot mobile building on the
site of the existing SDG&E North Coast Construction and Operations Center located at 5016
Carlsbad Boulevard. The building will be placed within an area that is presently vacant (asphalt
parking area) on an existing lot 16-acres in size. The building will be utilized as a temporary multi-
purpose ofice and meeting room. It will also accommodate up to 120 crew members for weekly,
required training and random drug and alcohol testing. The employees who will utilize the building
are existing employees and thus no increase in employees at the site is anticipated. No additional
parking is proposed.
The proposed mobile building will be screened from public view by the existing buildings and
existing masonry wall along Cannon Road. The building will accommodate ADA access.
33. Property to the west is developed with an existing parking lot and an existing park located at the
corner of Cannon Road and Carlsbad Blvd. To the south is Cannon Road, and residential homes beyond.
To the east is existing parking lot and a gas station located east of Avenida Encinas. Northerly of the site
is the Encinas Power Plant site.

Plan Review Recommendations
Carlsbad Police Department's Crime Prevention Unit has provided the following optimal
security recommendations. The purpose of this document is to safeguard property and public
welfare by regulating and reviewing the design, construction, quality of materials, use and
occupancy, location, and maintenance of all buildings and structures. The standards used in
this document represent model national standards.
Crime Prevention through Environmental Design
The proper design and effective use of the built environment can lead to a reduction in the fear
and incidence of crime and an improvement in the quality of life. The proper design influences
this by positively affecting human behavior. The design includes the physical environment, the
planned behavior of people, the productive use of space and an effective crime/loss prevention
program.
Natural Surveillance
1. Place and design the physical features to maximize visibility. This will include building
orientation, windows, entrances and exits, parking lots, walkways, landscape trees and
shrubs, fences or walls, signage and any other physical obstruction.
2. Design the placement of person and or activities to maximize surveillance possibilities.
3. Design lighting that provides for appropriate nighttime illumination of parking lots,
walkways, entrances and exits.
Natural Access Control
1. Use sidewalks, pavement, lighting and landscaping to clearly guide the public to and
from entrances and exits.
2. Use fences, walls or landscaping to prevent and or discourage public access to or from
dark and or unmonitored areas.
Provisions for territorial reinforcement
1. Use pavement treatments, landscaping, art, signage, screening and fences to define and
outline ownership or property.
Maintenance
1. Use low-maintenance landscaping and lighting treatment to facilitate the principles of
natural surveillance, natural access control and territorial reinforcement.
Lighting
1. All types of exterior doors should be illuminated during the hours of darkness, with a
«~~ minimum maintained one (1) foot-candle of light, measured within a five-foot radius on

each side of the door at ground level.
2. Accessible luminaries should have vandal resistant light fixtures and be not less than
three feet in height from ground level when used to illuminate walkways and a
minimum of eight feet in height from ground level when illuminating surfaces
associated with vehicles. Light fixtures should be deemed accessible if mounted within
fifteen feet vertically or six feet horizontally from any accessible surface or any adjoining
roof, balcony, landing, treads, platform or similar structure.
Landscaping
1. To provide greater visibility, demonstration of ownership (territorial reinforcement), an
enhanced pedestrian environment, and a suitable buffer with the adjoining properties,
the basic landscaping theme should consist of low ground cover with a maximum height
of 2 feet and canopy trees with a minimum lower canopy of 6 feet.
Addressing
1. Numerals should be located where they are clearly visible from the street on which they
are addressed. They should be of a color contrasting to the background to which they
are affiXed.
2. Numerals should be no less than six inches in height, if located less than 100 feet from
the centerline of the addressed street or 12 inches in height if placed further than 100
feet from the centerline of the addressed street.
3. The numerals should be illuminated during the hours of darkness.
4. The rear doors of all building should have address numbers not less than six inches in
height and be of a color contrasting to the background to which they are affiXed.
Doors
1. Use hollow steel doors be a minimum sixteen (16) U.S. gauge and have sufficient
reinforcement to maintain the designed thickness of the door when any locking device is
installed.
2. Only use glass doors with fully tempered glass or rated burglary resistant glazing.
Protect all exterior doors with security hardware.
3. Equip all doors with a latch cover constructed of steel. Ensure the latch cover is a
minimum of .125 inch thick. Attach the latch cover to the outside by welding or with
non-removable bolts spaced apart on not more than ten-inch centers.
4. Construct the jamb of all aluminum frame-swinging doors to withstand 1600 pounds of
pressure in both a vertical distance of three inches and horizontal distance of one inch
each side of the strike, to prevent violation of the strike.
5. Equip rear doors used for shipping and receiving and employee entrances with a viewer.
6. A single or double door shall be equipped with a double cylinder deadbolt with a bolt
projection exceeding one inch or a hook-shaped or expanding deadbolt that engages the
strike sufficiently to prevent spreading. The deadbolt lock shall have a minimum of five-
pin tumblers and a cylinder guard.
Windows
1. Equip movable windows with security hardware and burglar resistant glazing.
2. Cover other vulnerable non-movable windows with burglar resistant glazing. Windows
of commercial buildings are vulnerable tq breakage during the hours of darkness when
the business is non-operational especially windows within 40 inches of any door locking
mechanism
3. Glaze should be constructed of either two part laminated glazing with a 0.60 inch inner
layer or burglary resistant glazing
Roofs
1. All skylights on the roof of any building should be provided with rated burglary resistant
glazing material securely fastened with bolts that are non-removable from the exterior.
2. All hatchway openings on the roof of any building should be secured as follows:
a. If the hatchway cover is of wooded material, it should be covered on the inside
with at least sixteen (16) gauge steel metal or its equivalent and attached with
screws.
3. All air duct or air vent opening exceeding ninety-six (96) square inches on the roof,
exterior doors, or exterior walls of any building should be secured by covering the same
with the following:
a. Iron bars of a least number four (4) steel or equivalent, spaced no more that five
(5) inches apart on center, at each direction, welded at all point of intersection,
or one by one-fourth (1 X lf4) inch flat steel or equivalent, spaced no more the
five (5) inches apart on center, welded at all points of intersection.
Alarm Systems
1. When considering an alarm system, the police department recommends a "verified
system" in an effort to eliminate false alarm activations and increase breach detection.
A verified system is verified through audio or visual components.
2. If considering electronic assess as a security feature, consider managed electronic
access.

Development Coordinating Committee (DCC) meeting which will be held on March 26, 2012. A twenty
(20) minute appointment has been set aside for you at 9:00 AM. If you have any questions concerning
your project you should attend the DCC meeting.
It is necessary that you bring the following required information with you to this meeting or
provide it to your planner prior to the meeting in order for your project to go forward to the
Planning Commission:
1. Unmounted colored exhibit(s) of your site plan and elevations; and .
2. A PDF of your colored site plan and elevations.
The colored exhibits must be submitted at this time to ensure review by the Planning
Commission at their briefings. If the colored exhibits are not available for their review, your
project could be rescheduled to a later time. The PDF of your colored site plan and elevations
will be used in the presentation to the Planning Commission and the public at the Planning
Commission Hearing. If you do not plan to attend this meeting, please make arrangements to

Should you wish to use visual materials in your presentation to the Planning Commission, they should

Your application has been tentatively scheduled for a hearing by the Planning Commission on
April 4, 2012. However, for this to occur, you must submit the additional items listed below. If
the required ite111s are not received by March 12, 2012, your project will be rescheduled for a
later hearing. In the event the scheduled hearing date is the last available date for the City to
comply with the Permit Streamlining Act, and the required items listed below have not been
submitted, the project will be scheduled for denial.
1. Please submit the following plans:
A) Seven (7) copies of your (site plans, landscape plans, building elevation
plans, floor plans) on 24" x 36" sheets of paper, stapled in complete sets
folded into 9" x 12" size.
B) One 8%" x 11" copy of your reduced site plan, building elevation and floor
plans. These copies must be of a quality which is photographically
reproducible. Only essential data should be included on plans.
2. As required by Section 65091 of the California Government Code, please submit the
following information needed for noticing and sign the enclosed form:
A) 600' Owners List - a typewritten list of names and addresses of all property
owners, including all forms of interval ownership, within a 600 foot radius of the
subject property, including the applicant and/or owner. The list shall include the
San Diego County Assessor's parcel number from the latest equalized
assessment rolls.
B) 1 00' Occupant List -(Coastal Development Permits Only) a typewritten list of
names and addresses of all occupants within a 100 foot radius of the subject
property, including the applicant and/or owner.
C) Mailing Labels -If the number of owners within the 600 foot radius is 1 ,000 or
greater, a display advertisement in two papers of general circulation will be
placed in lieu of direct mailing and labels will not be required to be submitted. If
the number of owners within the 600 foot radius is less than 1 ,000, please submit
two (2) separate sets of mailing labels of the property owners within a 600 foot
radius and occupants within a 100 foot radius of the subject property. For any

SDG&E is requesting permit approvals to place mobile buildings on the site of the North Coast Operations Center located
at the northeast corner of Cannon Road and Carlsbad Boulevard. The mobile buildings are necessary to provide
compliance training, mandatory safety meetings and various department meetings.
In a previous action in May of 1998, the Carlsbad City Council required that Specific Plan 144 be comprehensively
updated prior to any future modifications, changes, amendments or additions to the site (City Council Resolution No. 98-
145). This requirement was put into effect at a time when all of the Encina property was under the single ownership of
SDG&E. Today a majority of the Encina property west of Interstate 5 is under the ownership ofNRG. Having multiple
property owners complicates the ability to update the entire plan and objections by one of the owners can prevent the
update process from taking place. Therefore, it is not reasonably feasible to comprehensively update the plan in a timely
manner at this time.
We understand that Section 21.42.140(A) 90 ofthe Carlsbad Municipal Code limits the use of mobile buildings to an
initial five-year term, unless extended by the Planning Commission. We are committed to the mobile buildings serving
only as a temporary solution to our space needs. In addition, during the limited time frame that the mobile buildings
might be in place, we are committed to working cooperatively with the City on exploring and evaluating options to
relocate our current operation center facilities from their present site to a new site mutually acceptable to both parties and
at no incremental costs to SDG&E's ratepayers or shareholders. Should this relocation option prove to be unsuccessful,
upon the expiration of the permit term for the mobile buildings, we would remove the structures.
We look forward to working cooperatively with the City of Carlsbad on this request, as well as efforts to explore and
evaluate options for the relocation of the operations center.
