APPLICABILITY/PROCESS DETERMINATION AND TARGET DECISION DATE
CEQA Determination:
This is to advise you that after reviewing the application for the project referenced above, the City has
determined that the following environmental review process (pursuant to CEQA) will be required for the
project:
The project is exempt from the provisions of CEQA, pursuant to CEQA Categorical Exemption for the
conversion of existing small structures from one use to another where only minor modifications are
made in the exterior of the structure. No environmental review is required for the project.
A Notice of Exemption will be filed after approval of the project with the San Diego County Clerk's Office
which involves a filing fee. Please submit a check to the project planner in the amount of $50.00 made
out to the San Diego County Clerk. The check should be submitted approximately one week prior to
the City Planner decision date.
Target Decision Date:
In the interest of expeditiously processing your application consistent with the State Permit Streamlining
Act (California Government Code Section 65950), an administrative decision to approve or deny the
project should be determined by June 12, 2015.
Therefore, in the interest of achieving that decision date, all remaining project issues must be addressed
by May 22, 2015. However, all remaining issues have been resolved and a Notice of Pending Decision is
being mailed to property owners within 300 feet of the property which will be followed by a Notice of
Final Action.

your Administrative Review Permit, application no. RP 15-03, as to its completeness for processing.

ISSUES OF CONCERN
Planning:
1. Please remove parking spaces 1, 15, and 16 from the site plan. A 5 foot by 24 foot backup
clearance is required at the end of a parking aisle located next to a wall or fence. An attachment
is included for your reference.
2. The length of parking spaces 24 and 25 do not meet the 24 foot length requirement for a
parallel parking space. The parking area will only accommodate one compact parallel parking
space with a dimension of 8 feet wide and 15 feet long. Please position the parking space so it
does not block ingress and egress ofthe building.
3. Parking spaces 17 and 18 appear to be blocking a service roll-up door. Please clarify if this door
is no longer being utilized.
4. Please calculate the parking requirement for the gym based upon net square footage of the
building area. Spaces that can be deducted from the gross square footage in order to determine
the net square footage are restrooms, storage rooms, stairways, and walkway ramps. It appears
as if the parking requirement may be reduced by four spaces by these areas from the parking
calculation. Please note that for properties outside the Coastal Zone, non-residential space may
be converted from one approved use to another approved use with a higher parking
requirement if additional parking is provided to the extent feasible given the existing site
configuration. Therefore the use may be converted to a gym although there may be a shortage
of on-site parking.
5. Please note that parking space number seven was accounted for twice on the site plan.

6. Please be aware that there will be a traffic impact fee of $8,556 and a sewer impact fee of
$1,035.66 assessed on the building permit for tenant improvements.
