Project Address: 2956 Roosevelt Street, Suite 4 This application is to allow for approval of a change in use of Suite 4 at 2956 Roosevelt Street from a retail only (previous) use to a real estate office use. The suite is 400 square feet. E&V Ranch and Coast, Inc. offers real estate and property management services. The property is located in Land Use District 1 of the Village Master Plan and Design Manual, and is also located in the Coastal Zone for the Village Area. Real Estate offices are a provisional use within Land Use District 1. In addition, because the property is located within the Coastal Zone segment of the Village, the Master Plan indicates that all ground floor uses in the Coastal Zone of the Village must provide for uses that are visitor-serving commercial andjor services which will aid in the comfort/enjoyment of a tourist or a regional guest's visit to the area. The applicants property management/ real estate services will provide both visitor- serving commercial products and services, and meet the intent of the Village Master Plan to provide a lively mix of uses in this core Village area and provide for services which aid local and regional visitors. The real estate/ property management office is small in scale (less than 400 sf) and consumer-oriented in nature. It will not disrupt the retail continuity and is located in an area which already provides for several office uses and is between two public parking lots. Within the commercial complex, there are currently 6 offices/retail suites. The other land uses are real estate services and property management, accounting and interior design & decor, a salon and a spa. As a result, the proposed change in land use to office would not result in land use conflicts or disrupt retail continuity, and actually enhance the consumer-oriented and visitor-serving nature intended for the area. It should be noted that there is very limited retail on the entire block. The land uses in the block are primarily office andjor commercial services (mostly non visitor-serving commercial). Our particular building is also located between two public parking lots. No buildings will be built or expanded as part of this application, and there are no other improvements proposed for the site. This application is for a land use change only to allow for a real estate office use. Based on the above description of the project, as the applicant, I believe the following findings can be made to allow for the proposed change in use and for to allow the provisional use for a real estate office at the noted location: 1. The office is compatible in scale and character to the surrounding Village development (because it is only about 400 sf in size) and much less than some ofthe surrounding office developments). 2. The development is not likely to negatively impact existing or planned retail continuity in significant concentrations of commercial shops (because the building design is not conductive to retail operations due to its setbacks from the street and architectural features, and there is a very limited retail already located on the block). 3. Sufficient on-site parking is available to serve employee and customer parking needs (because the parking requirement for retail and office are the same, and no parking will be removed). 4. The office will not result in an undue reduction oflivability for adjacent resident (because there are no adjacent residents). In addition, the real estate/ property management services which are consumer- oriented, will meet the intent of providing visitor-serving commercial uses at the ground floor of all buildings in the Village segment of the Coastal Zone.
