Contractor Representatives for AT&T Mobility, LLC 302 State Place Escondido, CA 92029 Contact: Ted Marioncelli, Planning Consultant (760) 807-1850 Project Description Carlsbad State St 2/2/2015 February 2, 2015 Page 1 c: PROJECT DESCRIPTION/HEIGHT JUSTIFICATION Verizon Wireless is proposing to construct, operate, and maintain a wireless communication facility consisting of a total of 6 panel antennas, two (2) antennas per sector in three (3) sectors, two (2) remote radio units (RRU) per sector for a total of six (6) RRUs mounted on a new replacement light standard that is currently 81'1" tall. The antennas will be concealed behind a radome cylinder that is 5' in diameter and 29'6" long. Details of the light standard and antenna installation are shown on the plans with photo simulations of the proposed project. The supporting equipment will be located along the eastern facing wall of the gymnasium building at the most northeastern corner of the building. The new equipment will consist of two (2) Verizon utility cabinets, a step-down transformer and H-frame for attachment of the cabinets. The equipment will be painted to match the exterior of the gymnasium building to minimize its visibility from the railroad tracks to the east of the project site. The specific location and design of the proposed equipment is illustrated in further detail on the site plan and elevation drawings; a photo- simulation is also included. There are no other wireless carriers on the property. AT&T Mobility intends to provide wireless voice, data, video, local area network (LAN), and internet applications with the installation of this facility. SITE CHARACTERISTICS The underlying zoning of the proposed site is V-R, Village Review. The primary on-site use is gymnasium, sports complex and multi-sport playing field. Parking is provided on the north and east sides of the sports complex and some landscaping is provided around the perimeter of the building. There are no other wireless carriers on the parcel. The proposed use is an unmanned wireless communication facility. OF COUNCIL POLICY 64 The proposed project site is zoned V-R, Village Review, which is classified as a non- residential zone in the location guidelines adopted per Council Policy 64, Section A.Le. and h. As such, the project site is a "Preferred Location" and is encouraged by the Wireless Communication Facilities (WCF) guidelines. The proposed design for attaching the antennas to the ball field light standard was chosen as the least obtrusive design. COUNCIL POLICY 64 SECTION A. LOCATION GUIDELINES 1. Preferred Locations--The proposed project site is zoned V-R and is in a non- residential area, which is classified as a preferred location in the location guidelines adopted per Council Policy 64, Section A.Le. and h. According to the policy, WCFs are encouraged in non-residential zones by the Wireless Communication Facilities (WCF) guidelines. 2. Discouraged Locations-Additional surrounding properties in the area of the proposed site are zoned the same as the project site and were considered as alternates. The project site was considered the best location from an engineering and construction standpoint. 3. Visibility to the Public-The design chosen for the site is a light standard with screened antennas concealed within a radome attached to the existing light standard. The use of this design will conceal the antennas from surrounding views. 4. Collocation--A letter expressing cooperation with future co-location efforts for this site is included with this application. An additional wireless carrier will need to use another existing light standard for antennas due to space requirements on each light standard. 5. Monopoles--t.he light standard structure is not technically a monopole, therefore, this section does not apply. 8. DESIGN GUIDELINES 1. Stealth Design--t.he proposed light standard with the radome is designed to conceal the antennas from views from ground level. 2. Equipment-all base transceiver station (BTS) equipment cabinets will be located along the rear wall of the existing building and painted to match the building color to minimize their visibility. 3. Collocation--t.here are no other wireless carriers on the property. Another carrier collocation is possible on an existing light standard. Height--t.he new replacement light standard is proposed at a height of 81 feet, one inch (81'1''), which is the height of the existing light standard. The antennas will be mounted at a height of 72 feet and 64 feet, respectively, for the upper and lower antenna arrays. 5. Setbacks--t.he V-R zone setback requirements were determined to be O feet for all side yards; the C-1 setbacks were used to determine setbacks in the V-R zone. 6. Building or Structure Mounted WCFs--t.he antennas are concealed within a new radome screen attached to the light standard. 7. Ground mounted monopoles--t.he project does not propose a monopole design. B. Lattice Towers-section not applicable. 9. Undergrounding--all proposed utilities will be underground. POLICY 64 C. PERFORMANCE GUIDELINES 1. NOISE/ ACOUSTICAL INFORMATION Verizon Wireless is not proposing to use air conditioning units for the equipment, located on the ground on the east side of the building. An emergency stand-by 15 kW generator will be installed near the equipment cabinets at the rear of the building. 2. OPERATION & MAINTENANCE Once constructed and operational, the communications facility will provide 24-hour service to its users seven (7) days a week. Apart from initial construction activity, an Verizon technician will service the facility on an as-needed basis. Generally, this is likely to occur once per month during normal working hours (between 7 AM, 8AM on Saturdays, and Sunset). Many of the operational adjustments for the site can be done remotely. A Verizon technician in a service van or pickup truck-size vehicle will perform the routine maintenance operation. Beyond this routine maintenance service, Verizon typically requires 24-hour access to the facility to ensure that technical support is immediately available if and when warranted during an emergency. 3. MAINTENANCE HOURS Maintenance hours per Policy 64 will be followed. The site is not within 100 feet of residential property and would not be subject to the restricted hours for maintenance. 4. LIGHTING One additional light is proposed for the site and will be mounted on the existing chain link fence; see item 18, Sheet A-3. Project Description Carlsbad State St 2/2/2015 Page 4 C 5. COMPLIANCE WITH FCC RF EXPOSURE GUIDELINES All Verizon Wireless sites are designed to comply with FCC RF exposure guidelines and follow up reports will be submitted in accordance with the policy guidelines. An RF safety report is submitted with the application and confirms the site meets FCC safety requirements. ADDmONAL INFORMATION REGARDING THE APPLICATION HAZARDOUS MATERIALS Sealed lead acid batteries are used for back-up power in the event of a power failure on most Verizon Wireless facilities. The batteries are often referred to as "gel cell" type batteries. Specifications for the batteries are provided as an attachment to this application. OPERATIONAL FREQUENCY CRITERIA The FCC has allocated a portion of the radio spectrum to Verizon for the provision of wireless service. The proposed communications facility will transmit at a frequency range of 850 MHz and 1950 MHz. The power required to operate the facility typically does not exceed 200 watts per channel. By design, the Verizon facility is a low-power system. Depending upon characteristics of the site, the actual power requirements may be reduced. When operational, the transmitted signals from the site will consist of non- ionizing waves generated at less than one (1) microwatt per square centimeter, which is significantly lower than the Federal Communications Commission (FCC) standard for continuous public exposure of 900 microwatts per square centimeter. The proposed wireless communications facility will operate in full compliance with the standards for radio frequency emissions as adopted by the FCC. Compact Metrocell outdoor CMO equipment cabinet (compact cabinet). Noise level measurements of similar operational equipment were taken at 12:30 p. m. on Friday, May 20, 2005, at a wireless installation located at the Fire Authority at 11010 Jamboree Road in the City of Tustin California. The facility has a single CMO cabinet, which is on a pad set-back from the road approximately 10 feet. The similar equipment noise emission levels were measured with a Larson Davis Model 824, Type 1 Sound Level Meter, Serial (with windscreen), and Larson Davis Model CA200, Type 1 Calibrator. The sound level meter was field-calibrated immediately prior to the noise measurements and checked afterwards, to ensure accuracy. All four cabinet faces were measured, starting with the front face and continuing around to the right and sequentially measuring the noise at each face . The Larson Davis 824 sound level meter was mou-nted on a tripod placed at distance of approximately five feet from each of the cabinet faces. To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carlsbadca.gov/standards. Initially this questionnaire must be completed by ttie applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'.
