ERGIN OFFICE REMODEL; Redevelopment Permits (RP) (2)y MEMORANDUM DATE: June 22, 1983 TO: DESIGN REVIEW BOARD FROM: Redevelopment Office SUBJ: RP 82-12- (ROYCE) Application to remodel a 2400 square foot office building with an UOO square foot addition at 655 Laguna Drive in sub-area 6 of the V-R Zone (VFW Building) This application was approved by the Design Review Board on January 12, 1983. A new architect was subsequently retained to revise the plan to comply with all State codes for health facilities, (see attached letter) The revision calls for an addition of 1545 square feet (original called for 1134 square feet). The new parking has been been reviewed by the City Engineering staff and approved. The Architecture is significantly different and submitted for your review. Since the use is the same and the applicant is anxious to construct, this is being returned to the Design Review Board as a revision of the original Redevelopment Permit. Staff finds the proposed remodeling is in accordance with the goals of sub-area 6 of the Village Redevelopment Area, that the use is in conformance with City standards and as a result, staff is recommending approval of this revision to Redevelopment Permit 82-12. (Application # RP 82-12-Royce). Dear Mr. Salomone, I am writing this letter as a formal request to present our case to the Design Review Board at their next meeting to gain approval of revision to the existing Application for Redevelopment Permit. The reason, for this request-is based on a premature submittal to the city by the initial Architectural firm. The firm was not acquainted with a state code which regulates the requirements for health facilities: State of California California Administrative Code Title 24 Building Standards Part 6 Special Building Regulations (Division T17 - State Department of Health) Any clinic which performs outpatient surgery (minor surgery) must conform to the requirements of this code, in order to qualify for state licensure or certification by the State of California and the Accreditation Association for Ambulatory Health Care (AAAHC) . WitJiout the approval of these agencies, the insurance carriers will not reimburse the clinics for work performed. The crux of our problem is that we are required by the State Code to have the following spaces with the sizes shown below: 1. Minor Operating Room (15'x 18') = 270 S.F. minimum 2. All sterile spaces must be seperated ffom non-sterile spaces Page One of Two Our office attempted to work the required spaces into the total space as orginally requested (3,534 S.F.) with 18 parking spaces - we could not make it all fit. We had to increase the allowable area to 4,000 S.F.which entailed adding (2) more parking spaces bringing the total parking to 20 cars. Other changes which this office and the Doctor felt were in order: 1. Elimination of the space under the arcade originally designed there, thus enabling handicapped and patients to walk in a protected atmosphere separated from the cars. 2. Created a secure, safe access to the rear portion of the roof to maintain the air-conditioning equipment and filters redily. We also will install some decking for the staff to enjoy breaks and lunch by viewing the ocean while relaxing. We also added a patio for the staff to enjoy. 3. This office has made every attempt to change the existing building into a handsome "silk purse" out of a "sow's ear" and to integrate new and old in the best fashion possible. The building should be credit to the neighborhood. 4. The originally proposed landscape area will not be materially reduced. We will screen the parking close to the street with shrubs. We intend to have a beautifully landscaped site. We will adhere to the conditions set forth in your Resolution //OOS. One of our major concerns is much time had been lost during the initial phase of the project, as a result, we have had to continue on with the Working Documents to submit to the State Health Planning Department for approval. If we can achieve approval of these changes as a revision to the existing resolution, we will be intensely grateful. I would like to emphasize a point. These outpatient surgery facilities save medical costs to patients and insurers up to 50% of in-patient costs in hospitals. This is the quickest method of reducing medical costs in our country. It was determined that putting sidewalk in front of this location only would create a dangerous pedestrian situation as there is no sidewalk along that ACTION TAKEN: I Z I_ NAME ADDRESS PHONE side of Laguna to the east or west. Applicant dedicated 10' of his property for the sidewalk and signed a futrue improvement agreement. Sidev/alk will be installed in the future when Engineering Dept. does all sidewalks.
