The preliminary staff report for the above referenced project will be available for you to
pick up on Monday. August 3, 1992. after 8:00 a.m. This preliminary report will be
discussed by staff at the Development Coordinating Committee (D.C.C.) meeting which
will be held on Tuesday, August 11,1992. A twenty (20) minute appointment has been
set aside for you at 9:30 a.m. If you have any questions concerning your project, you
should attend the D.C.C. meeting.
It is necessary that you bring your required unmounted colored exhibits(s) with you
to this meeting in order for your project to go forward to the Design Review Board.
If you do not plan to attend this meeting, please make arrangements to have your
colored exhibit(s) here by the scheduled time above.

This is to inform you that the items previously requested to make your Minor
Redevelopment Permit Amendment, application no. RP 83-14(A), complete have been
received and reviewed by the Planning Department. It has been determined that the
application is now complete for processing. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by the
date of this communication.
Please note that although the application is now considered complete, there may be issues
that could be discovered during project review and/or environmental review. Any issues
should be resolved prior to scheduling the project for public hearing. In addition, the City
may request, in the course of processing the application, that you clarify, amplify, correct,
or otherwise supplement the information required for this application.
The Planning Department will begin processing your application, as of the date of this

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Minor Redevelopment Permit Amendment, application no. RP 83-14(A), as to
its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information
which must be submitted to complete your application. All list items must he siihTnittpd

is determined to be complete. The second list is issues of concem to staff. When all required
materials are submitted the City has 30 days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was
initiallv filed, January 6, 1992, to either re-submit the application or submit the required
information. Failure to resubmit the application or to submit tiie materials necessary to determine
your application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.

UST OF ITEMS NEEDED
TO COMPLETE APPUCATION:

Planning:
1. Please show all existing structures, property lines, unimproved parking areas, and areas of
landscaping. Structures should be dimensioned and all setbacks from property lines should
be called out. Include building square footages, bearings and distances of each exterior
property line, and percent of the site that is landscaped.
2. Please provide a table showing the required and provided number of parking spaces for the
office uses on site and the average daily traffic generated by the uses
3. Please show the location of all walls, fences, free standing signs.
1. Please provide a preliminary titie report. A property profile is insufficient because
encumbrances such as easements must be shown.
2. Please show all existing utilities.
3. Please retum the enclosed red-lined checkprints with your next submittal.
ISSUES OF CONCERN
Planning:
1. It appears that some of the existing structure at 2715 Carlsbad Boulevard has not received
building permits. Please provide records of all permits issued for the structure. If portions
of the building have not yet received building permits, then permits will be required.
2. Depending on the location of the property lines, and the future improvements by St.
Michael's By-the-Sea, a covenant for easement for a reciprocal parking and access may be
required.
3. Please consult a representative of St. Michael's By-the-Sea regarding their planned
expansions. Office uses in the Village Redevelopment Area are parked at a ratio of 1 space
per 300 square feet of gross floor area.
1. There appears to be a structure encroaching into the public right-of-way on Beech Avenue.
This structure also appears to be constructed over underground telephone lines. An
encroachment permit is required and clearance from the telephone company for this
structure to remain is needed. Altematively, you may apply for a street vacation.
Information on both of these processes is attached.

ADDITION TO EXISTING BUILDING AT 2715 CARLSBAD BOULEVARD (SEA
BREEZE REALTY)
The Redevelopment Department has no problems with the application
submitted by Sea Breeze Realty to add 352 sq.ft. to their
existing building located at 2715 Carlsbad Boulevard to provide
for conference room space. The applicant understands that the
church is working on a Master Site Plan for the entire property
(including their realty office space) and those plans may include
changes to the building they are currently leasing. However, they
have received permission from the church to construct the
additional 352 sq.ft and would like to move forward at this time.
The Redevelopment Department is supportive of the applicant's
request. The applicant has indicated that the office building
will be "repainted and cleaned up" as part of their improvements.
We believe that the improvements will provide at least a short
term benefit to the area. Since the Master Site Plan for St.
Michael's Church has not yet been finalized and we do not know
when the final plans will be approved, the Redevelopment
Department would like to see Sea Breeze Realty gain approval to
make the requested addition to their existing office building at
this time.
Due to the very minor nature of this request. Redevelopment Staff
requests that Sea Breeze Realty receive as quick a response as
possible to their application. The applicant is proposing very
minor changes to their building which will have no significant,
if any, business impact on surrounding properties.

This project was started without permits. The Building Department issued a STOP WORK
NOTICE on 12-10-91 (attached). A set of plans was submitted for plan check at Developmental
Processing on 1-6-92. Corrections from the building plan check were mailed out on 1-14-92.
We have not had contact with the applicant since then. The job has not progressed since then.
This is not merely a tenant improvement as the applicant stated on the permit application
(attached). It is entirely new construction of commercial office space. It includes new
foundation and slab, all installed without inspection and a new exterior, bearing wall and roof
system. The plan check correction list from building indicated that the plans were too
incomplete to check entirely. The applicant/designer has not addressed handicap accessibility,
parking and sanitary facility requirements as is required.
Concluding, the Building Department has no objection over the approval of a redevelopment
permit for this project. However, a complete building plan check for new construction is still
required, as is a building permit.
