Dear Mr. Muckel:
I'm writing to you in reference to the property in the
Redevelopment Area adjacent to your business. This property
has been discussed as a potential commercial site for use by
an appropriate business. You and I have met to discuss this
in the past. At this time, the property is not available for
private use and it could be some time before a decision is
made determining its "highest and best use".
The property is owned by the water district and while the
City can control the type and kind of development there,
until ownership is obtained by the City or Redevelopment
Agency it can not be sold or leased by us directly to the
private sector. Additionally, there are some public uses
competing for space in the City and this parcel could be used
to ease those needs. Finally, the site is in a transition
area between retail/commercial and light
industrial/manufacturing uses. It is more likely that a
business that expands the retail connection to the Central
Business District will be considered highest and best use for
this site should the site revert to private occupancy.

What all this means is that the decision is still months in
the future and that your proposal will not necessarily be the
first priority for the site. You have been an excellent owner
in the Redevelopment Area and we will extend you every
courtesy and advantage because of that.

Dear Mr. Klecker:
This is in response to your request for my comments on drainage
from your yard at 3135 Tyler. There is an existing open ditch
along the south property line of the city yard. This ditch handles
part of the city yard flow and part of the flow coming from the
back half of your yard. I have not observed nor have my employees
noted a drainage problem over the past few years. I do not
anticipate any future problem because of the building you plan to
erect.

FIRE DEPARTMENT CONDITIONS

1) Prior to the issuance of building permits, complete building plans shall be submitted
to and approved by the Fire Department.
2)J Additional public and/or on site fire hydrants shall be required if deemed necessary ^
by the Fire Marshall.
3) j The applicant shall submit two (2) copies of a site plan showing locations of existing
and proposed fire hydrants and on site roads and drives subject to the approval of
the Fire Marshall.
4) An all weather access road shall be maintained throughout construction.

15) Since the emergency fire response time to the project area exceeds 5 minutes,
all structures must be protected by automatic fire sprinkler systems, built and
installed per specifications approved by the Fire Marshal.

3135 TYLER STREET - WAREHOUSE ADDITION
Sorry for the delay in responding to your letter of February 2
regarding your request for exemption from paying a Public Facilities
Fee on the future permit for your warehouse addition.
I have researched the Public Facility element of the General Plan
and can find no provi si o.n or exception that would exempt your project
from this fee.- The policy does provide for a credit for that portion
of the structure that will be removed.
Your Public Facilities Fee will be based on the difference in square
foot valuation between the 3500 square feet removed and the 7500
square feet added. You will be paying a fee based upon a valuation
of only 3000 square feet.
Please bring this letter with you when you make application for the
building permit'so proper credit can be granted.

Dear Sir;
This letter is sent to express our opinion that
we should not be required to pay this fee on the warehouse
addition mentioned above.
We believe that the im;5act of this constrution
upon the facilities of the city will be of positive
rather thsin a negative typeo The reasons for this
belief are:
(1) There is no sewer connection required to city
mains.
(2) It will have neither heating or cooling installed.
(3) No connection to city water mains»
(4) No extra personnel to operate the building,
(5) It improves the apperance of the property
while removing the eyesore shed that has been
there for over ten (10) years»
The new shed opens the entire property up to easy
patrol car inspection.
We therefore respectfully ask that we be exempted
from paying the "PUBLIC FACILITIES FEE" and await your
earliest consideration and reply.
