Dear Mr. Harrington:
We are writing in response to your letter of November 18. We were sur-
prised by your concern regarding the outdoor staff member associated
with our sales information office. We never anticipated that our per-
sonnel would be confined to our trailer, nor can we operate in that
fashion. As a point of infornation, we do not sell anything from that
location; but rather^ provide information and generate prospects for our
resort. Lead generating businesses typically operate out of doors.
That is our reason for such a small office on a relatively large piece
of property. Your code 21.28.020 seems to allow this right by stating
"...and similar enterprises customarily conducted in the open."
Regarding our signage, please be advised that one of our two approved
permanent signs has been stolen. We will limit the additional informa-
tion which we put outside, during our business hours only, to a minimum
which still allows us to function with some success.
We certainly value our good relationship with the City. We have been
involved in a number of Redevelopment activities. Among those was re-
moving the eyesore of Joe's Transmission on the subject site. It seems
to us that the City, perhaps recognizing the nurturing which Redevelop-
ment requires, has not aggresively enforced all aspects of its sign or-
dinance to the maximum letter of the law.

Dear Mr. Donovan:
In light of the delay in opening the bridge south of Tamarack Avenue, we
must request that the matter of a pedestrian crossing at the intersection
of Carlsbad Blvd. and Pine Avenue be brought back to the Traffic Safety
Commission using whatever traffic studies currently exist. We do not be-
lieve traffic conditions will change substantially after opening the bridge
from what existed prior to its closure.
A crossing light at this crossing is important to provide safe public access
to the beach. A petition in our possession, signed by over 300 neighborhood
residents, is evidence of this fact. This issue needs to be brought before
the Traffic Safety Commission and then on to the City Council in as timely a
fashion as possible.

review, it has been determined that there are major problems
associated with your application which must be addressed before
this application can be scheduled for a Planning Commission
hearing. The problems or issues are listed below. Also, the
name of the project planner and project engineer is provided.
You should set-up a meeting to discuss the issues with the

Gentlemen:
Our District has reviewed the proposed 54 two-bedroom time
share condominiums at the above-referenced location and
has evaluated the impact of that development on the facili-
ties of the District.
Inasmuch as approval of this request would have no direct
impact upon the enrollment of students in the Carlsbad
Unified School District, we will not require an agreement
or contributions at this time as a result of the development.
However, in the event that the time share condominiums
are converted to standard residential units, we would need
that information for further evaluation. It is highly
likely that school contributions would be required at that
time.
