Environmental Impact Assessments for grading permits must be accompanied
with a gradina plan and grading profile.
Describe the activity area, including distiguishing natural and man-
made characteristics; also provide precise slope analysis when
appropriate.
This is a relatively level parcel with three older structures containing
small commercial establishments. There is also a remaining concrete pad
from a demolished structure on one end of the property.
3. Describe energy conservation measures incorporated into the design
and/or operation of the project.
The structures will be in conformance with the State of California Title 24
conservation measures and will include solar assisted central boiler system
for domestic hot water and space heating.
4. If residential, include the number of units, schedule of unit sizes,
range of sale prices or rents, and type of household size expected.
There are 54 time share condominiums, each with 51 time share interests for
a total of 2,754 time share interests. The average square feet per unit is
1100 sq. feet not including patios, with 2 bedrooms per unit. The household
size expected is 2 adults with/without 1-2 children. The sales price for
each time share interest has not been set at this time.
5. If commercial, indicate the type, whether neighborhood, city or
regionally oriented, square footage of sales area, and loading
facilities.
The commercial aspects of this project are a 27 room hotel and a restaurant
with a small loading dock facing Walnut Avenue. The restaurant encompasses
4500 square feet including an outdoor dining patio.

NEGATIVE DECLARATION
PRDJECT ADKIESS/LOCATION: East side of Carlsbad Boulevard between
Walnut Avenue and Pine Avenue
PRDJECT DESCRIPTION: Redevelcpnent Pennit, Conditional Use Permit,
Tentative Subdivision Map and Condominium Pemit to develop a 27 roan
hotel, 54 unit timeshare oondominium and 4350 square foot restaurant
on 1.56 acres.
The City of Carlsbad has conducted an environmental review of the
abcve described project pursuant to the Guidelines for Implementation
of the Califomia Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Land Use Planning Office.
A copy of the Negative Declaration with supportive documents is on
file in the Land Use Planning Office, City Hall, 1200 Elm Avenue,
Carlsbad, CA. 92008. Coiranents from the public are invited. Please
submit oomments in writing to the Land Use Planning Office within ten
(10) days of date of issuance.
