This request for a redevelopment permit was brought before the Design Review Board at their meeting of September 12, 1984. It was continued to the October 10th meeting to allow time for staff to report back after speaking with the owner regarding the cleanup of the backyar(J and perhaps allowing parking there. RP 84-14 - AGANZA - REQUEST FOR A MINOR REDEVELOPMENT PERMIT TO REHABILITATE AN EXISTING 1 STORY STRUCTURE AT 3139 ROOSEVELT STREET TO OPERATE AS A COMMERCIAL BAKERY. I. RECOMMENDATION It is recommended the Design Review Board adopt Resolution No. 044 APPROVING RP 84-14. II. PROJECT DESCRIPTION The applicant is requesting a permit to renovate the existing 1100 one story structure at 3139 Roosevelt. This building has been vacant for several years but has been used as a bakery and barber shop in previous years. The applicant proposes to renovate the interior and exterior of the building to allow for use as a commercial bakery. The proposed project is located in subarea 4 of the Village Redevelopment Area. The goal of this subarea is to create a light manufacturing/heavy commercial area that will serve the project area. Among the encouraged uses are: laundry and dry cleaning plants, cabinet and furniture manufacturing, glass studios, electronic assemJDly and bakeries. As such, the proposed renovation and use change would be consistent with the goals and compatable with the uses designated for this area. Staff believes this proposal to be a significant improvement to a delapidated structure. It is a step toward developing commercial activity south of Oak in subarea 4. This area has experienced little commercial development in a decade. It is hoped that the applicants' efforts will encourage future spin-off development there. The parking for the site is acessed off of Tyler Street. This parking could be used by employees only. Pulbic parking would be limited to the on-street parking directly in front of the building on Roosevelt Street. II. ARCHITECTURE/DESIGN The building will be restored to retain its basic character. The applicant proposed to add a full length awning across the front. Paint and stucco will be added to exterior. Major interior improvements will also be a part of this renovation. Colors selected by applicant for the exterior facade are: turquoise (awning) and pink (stucco facade).
