SUBJECT: RP 84-18 VALENTA Preliminary Staff Report
The preliminary staff report for the above referenced project has
been completed. A copy of the report, including the recom-
mendation and conditions, is enclosed. This preliminary report
will be discussed by staff at the Development Coordinating
Committee (D.C.C.) meeting which will be held on Wednesday,
January 2, 1985, beginning at 11:10 a.m. If you have any
questions concerning the report, you may attend the D.C.C.
meeting.
If you need additional information concerning this matter, please

Incomplete. The Developer should be advised to
submit the items marked in the "Non-Accept" and
"Not Addressed" columns. Further processing will
not proceed until all required data is received.
The documents have been reviewed to establish an initial assess
ment of the project. The review indicates:
Insufficient data has been provided to make
determinations of significance. The project should
not receive a negative declaration or be scheduled
for hearing until additional data is received.

Department anticipates submittal of comments and/or
conditions by the date requested.

a negative declaration or be scheduled for hearing

Prior to the issuance of building permits, complete building plans shall be submitted
to and approved by the Fire Department.
Additional public and/or on site fire hydrants shall be provided if deemed necessary
by the Fire Marshal.
The applicant shall submit two (2) copies of a site plan showing locations of existing
and proposed fire hydrants and on site roads and drives to the Fire Marshal for
approval.
An all weather access road shall be maintained throughout construction.
All required fire hydrants, water mains and appurtenances shall be operational prior
to combustible building materials being located on the project site.
Proposed security gate systems shall be provided with "Knox" key operated override
switch, as specified by the Fire Department.
All private driveways shall be kept clear of parked vehicles at all times, and shall
have posted "No Parking/Fire Lane-Tow Away Zone" pursuant to Section 17,04.040,
Carlsbad Municipal Code.
Fire retardant roofs shall be required on all structures.
Brush clearance shall be maintained according to the specifications contained in the
City of Carlsbad Landscape Guidelines Manual,
All fire alarm systems, fire hydrants, extinguishing systems, automatic sprinklers,
and other systems pertinent to the project shall be submitted to the Fire Departraent
for approval prior to construction.
All roof-top appurtenances shall be architecturally integrated into the design of
the building and shielding to prevent noise and visual impacts, subject to approval
before issuance of permit.
Building exceeding 10,000 sq. ft, aggregate floor area shall be sprinklered or have
four-hour fire walls with no openings therein which shall split the building into
10,000 sq. ft, (or less) areas,

Gentlemen:
It hak come to our attention that Dr. and Mrs, Valenta
have applied for a building pennit to build one residential
unit on the above-referenced property to replace one resi-
dential unit which will be removed.
Inasmuch as this request would have no direct impact upon
the enrollment of students in the Carlsbad Unified School
District, we will not require an agreement or contribution
from Dr. and Mrs. Valenta as a result of this building
project.
