SUBJECT: RP 85-16 - GILBERT'S AUTO BODY - Request for a major
redevelopment permit to develop an auto body and paint
shop at 3293 Roosevelt Street in Subarea 4 of the V-R
zone.
I. RECOMMENDATION
That the Design Review Board recommend APPROVAL of the Negative
Declaration issued by the Planning Director and ADOPT Resolution
No. 075 recommending APPROVAL of RP 85-16, based on the
findings and subject to the conditions contained therein.
II. BACKGROUND
On January 22, 1986, the Design Review Board recommended this
project for denial because this use would not be permitted within
Subarea 4 of the Village Redevelopment area, and because the
proposed project did not comply with the City's revised parking
standards. This decision was subsequently appealed by the
applicant to the Housing and Redevelopment Commission on February
18, 1986. The Commission approved the use for the subject
property, and sent it back to staff and the Design Review Board
to resolve several issues and develop conditions of approval.
The project has been redesigned to provide the required 13 onsite
parking spaces including 1 0 spaces along the back portion of the
lot and three spaces within the auto body shop. Other than that,
the project is in compliance with the development standards of
the village Design Manual. Appropriate conditions have also been
added to Resolution No. 075 to mitigate potential noise and other
land use compatibility problems.
The project's architecture will be very similar to that of Joe's
Transmission Shop, also located along Roosevelt Street. The
structure will be composed of gray split faced cinder block with
red tiled roof.
In accordance with these project changes and recommended
conditions, staff recommends approval of RP 85-16. For further
information, please see the attached report to the Design Review
Board.

at the Development Coordinating Committee (D.C.C.) meeting which
will be held on June 16, 1986. A twenty (20) minute appointment
has been set aside for you at 10:50 a.m. If you have any
questions concerning your project, you should attend the D.C.C.
meeti ng.
It is necessary that you bring your required colored exnlbit(s)
with you to this meeting In order for your project to go forward
to Planning Comission. If you do not plan to attend this
•eeting, please make arrangements to have your colored exhibit(s)
here by the scheduled time above.

At their meeting of February 18, 1986, the City Council sitting
as the Redevelopment Commission granted your appeal of the
Design Review Board's denial of RP 85-16. They directed the
matter back to the Design Review Board for conditions of approval
You should contact the Planning Department for an appointment
with Mr. Chris DeCerbo to discuss the conditions of approval.
This will enable us to schedule your project for a Design Review
Board meeting as soon as possible.
