At present, there are three houses-on the parcels. One
is in use as a residence, one is used for a business,
and the third is vacant.

The proposed project will consist of 48 one-bedroom
apartments (500 square feet) and 11 two-bedroom apartments
(650 square feet). Rents will be approximately $400.00

The project will displace residents of one house presently
on the lot. This is not considered a significant impact
due to the fact that the project is replacing this use
with 59 low-cost units for a segment of the population
with a substantial need for such housing.

NEGATIVE DECLARATION
PROJECT ADDRESS/UXIATION: The project is located at the southeast
corner of the Jefferson Street/Home Avenue intersection.
PROJECT INSCRIPTION: Ohis project, RP/CUP 86-3 will include a 59
unit senior citizens ^>artment project over .79 acre in the V-R zone.
The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implonentation
of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant inpact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on
file in the Planning Department, City Hall, 1200 Elm Avenue, Carlsbad,
CA. 92008. Comments frcm the pi±>lic are invited. Please submit
cannents in writing to the Planning Department within ten (10) days of
date of issuance.
