During my discussions with the property owner, George Willis he indicated that you were considering 400 square feet of space where Henderson's Jewelry Repair Shop is currently located. The Redevelopment Agency is pleased that you have selected Carlsbad for the location of your new business and we are supportive of the idea to add a take-out cookie and juice business in the Village Redevelopment Area. There are several items that you should be aware of and keep in mind prior to signing a lease for this space. 1. Indoor Dining-Will not be permitted at 539 Carlsbad Village Drive unless a Redevelopment Permit is obtained. The original Redevelopment Permit does not provide for adequate parking to meet the current requirements for restaurants. 2. Building Permits-Any tenant improvements must be in compliance with building code requirements. Building permits may be obtained from the City of Carlsbad Building Department (Community Development Building, 2017 Las Palmas Drive). 3. Venting-lf exterior venting will be necessary for your business, then the Fire Marshall and Building Inspectors should be involved in the process for safety and aesthetic reasons. It is important that plans for venting be reviewed prior to construction. Preference for venting above the first floor and maintenance of the existing color scheme has already been expressed by staff for this site on the alley. 4. Business License-Business license applications are available at the City of Carlsbad Finance Department (City Hall, 1200 Carlsbad Village Drive). For more information call Pat at 434-2882. 5. Sign Permits-A sign permit is required for any onsite signage that is desired by local businesses. Applications are available at the Housing & Redevelopment Department, but must be submitted at the Community Development Building. p. Sides Page 2 6. CA 92008 (619)1 , , 434-2( Citp of Cadi8({iab August 10, 1987 TO WHOM IT MAY CONCERN: RE: RP 86-9 - WILLIS In regards to the issuance of an occupancy permit for the mixed use at 539 Elm Avenue: It is the opinion of the Redevelopment Director that the public improvements along the street in front of this project are unnecessary because a major streetscape project is scheduled for construction in January 1988 in this same location. The scheduled streetscape project in January of 1988 will remove and replace all existing public improvements along Mr. Willis' Elm Avenue construction. Therefore, any improvements, repairs or ramping would be of short term benefit. Also, in regard to the two (2) parking spaces off the alley on the east side of Mr. Willis* property line which are obstructed by SDG&E guide wires: The City has approved undergrounding of utility poles which are currently under design by SDG&E Engineers. It is my opinion that occupancy should be granted with knowledge that this obstruction will be remedied by Underground Utility District No. 10. CHRIS SALOMONE Housing and Redevelopment Director CS:al INFORMATION ITEM DATE: JUNE 3, 1987 TO: DESIGN REVIEW BOARD FROM: REDEVELOPMENT OFFICE SUBJECT: THE TIMING OF UNDERGOUNDING OF UTILITIES ON TYLER STREET BETWEEN ELM AVENUE AND OAK AVENUE AND ITS EFFECT ON RP 86-9, WILLIS. RP 86-9, Willis, a mixed use project at 539 Elm Avenue, is presently under construction and expects to be ready for occupancy within 60 days. The project was designed to meet the development standards of the ordinance. Twelve parking spaces were required and provided on site. The southern two parking spaces that back out onto the Tyler Street alley way are impacted by the anchorage guy wire for the above ground utilities pole. Rather than resetting a temporary pole until such time as the undergrounding is completed at an estimated cost of $5,000 the owner of the property has requested a temporary waiver of the required access to the two spaces. The Underground Utilities Advisory Committee has the responsibility of prioritizing the undergrounding of utilities in the City of Carlsbad. Tyler Street between Elm Avenue and Oak Avenue has been prioritized but it is at least 12 months away from completion. The lengthy process includes: 1) Feasibility study of the proposed undergrounding, 2) securing of easements, 3) final design, 4) the establishment of a district, and 5) construction. Staff supports the request as the applicant has met all of the conditions of the Redevelopment Permit and the parking will be available per the approval when the undergrounding is completed.
