RE: RP 87-8 - CALVERT
The applicant has infonned me that a handicapped parking space will be required adjacent
to the building. To accommodate this requirement, the applicant is requesting a reduction
in the parking from 7 spaces to 6 spaces. Both the approved exhibits and the Zoning
Ordinance call for 7 spaces to be on site. The Planning And Engineering staff have worked
out a recommendation that can preserve all of the 7 required spaces.
I have informed the applicant that a retum to the Design Review Board will probably be
necessary and I would like to meet with you to discuss issues and possible
recommendations. I will be in the Redevelopment Office tomorrow, October 30, and have
arranged to meet with you at 2:30 p.m. Thank you.

Permit 87-8. Staff cannot support the deletion of underground service to your
project. We anticipate the formation of an underground utility district within
the next few years, therefore all projects within this area will receive this
condition. We understand that service will be provided from the east side of
State Street and the trenching or boring will be necessary.

In light of the fact that I cannot connect to electricity
from the alley I am requesting that you waive the require-

cause an undue and unforeseen financial hardship on me.

As we discussed on the telephone yesterday, SDG&E cannot serve your proposed
project from the alley, because we have no facilities in the alley from which
to serve this lot.
The source for your project will be from one of our poles located on the east
side of State Street. Once you've determined if you will need more than 400
amps to serve your building, I can then let you know which pole you will be
served from on State Street.
Either way, you will have to trench or bore across State Street. Should you
need 600 amps or larger, your source will be a pole located a lot farther down
State Street.

we can then proceed accordingly.

SUBJECT: 1) Structural Rehabilitation at 2685 State Street; 2) Use
of Historic Building Code by City of Carlsbad
Enclosed is the signed Statutory Checklist for the project at 2685
State Street.
For your future consideration, we would like to share information we
received from the Office of Historic Preservation while consulting on
this project. If a building is included on a local historic register,
the jurisdiction is required to allow the owner to use the Historic
Building Code (HBC) if the owner so requests. If the jurisdiction
refuses to allow use of the HBC, the applicant can appeal the decision
to the OH? Historic Building Code Board. Use of the HBC makes
feasible the rehabilitation of older structures which otherwise might
not be able to be rehabilitated.
Based on the information you provided us, the owner of 2685 State
Street had requested to be allowed to rehabilitate the historic
structure, and the Building Department had denied the request. It is
very possible that the building that was demolished could have been
successfully rehabilitated had the Historic Building Code been used.
We would appreciate you informing the Building Department of this
information.

after 8 a.m. This preliminary report will be discussed by staff
at the Development Coordinating Committee (D.C.C.) meeting which
will be held on Monday, February 8, 1988. A twenty (20) minute
appointment has been set aside for you at 9:30 a.m. If you have
any questions concerning your project, you should attend the
D.C.C. meeting.
It is necessary that you bring your required colored exhibit(s)
with you to this meeting in order for your project to go forward
to the Planning Commission. If you do not plan to attend this

involvement regarding existing and proposed water system
to serve proposed project as follows:

layout prior to preparation of the water system
improvement plans.

3. The existing lot has an existing water service and
meter on State Street.
Regarding fees and deposits: The developer will be
responsible for the major facility charge which will be col-
lected at time of issuance of building permit. Please contact
