The applicant has proposed construction of a specialty retail shopping center of approximately 69,900 square feet. The project site is adjacent to the Twin Inns restaurant and is located in the reclevelopment area of Carlsbad. a) Not necessary, environmental impacts would not change. b) The proposed project is compatible with the adjacent Twin Inns restaurant, a proposed historical site. The site is difficult to develop because it is bounded on 4 sides by public streets. Unless parkinq is located around the site perimeter, on-site circulation is infeasible. The proposed design best addresses both the concerns of the City as well as the applicant. c) Reduced scale of development is not economically feasible given the project site. d) The proposed use is compatible with the Local Coastal Plan and the City's General Plan. Does the project have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly? III. DISCUSSION OF ENVIRONMENTAL EVALUATION 13. The proposed project will generate increased traffic specifically at Washington and Carlsbad Village Drive, Washington and Grand, and at the Grand Avenue access point to the project. However, traffic engineering analyses by City staff have indicated that such conflicts can be mitigated throuah on-site circulation design, through one-way traffic flow, median construction, and movement restrictions on the public street. The improvements necessary to bring about such mitigation will be conditioned on the developer. Overall, it is staff's opinion that there are no adverse environmental impacts created by the proposed project. -7- IV. DETERMINATION (To Be Completed by the Planning Department) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, a^ a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the environment, th^'"'* will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project.
