RECOMMENDATION That the Design Review Board ADOPT Design Review Board Resolution No. 165 recommending approval of the one year extension request for RP 88-2x2 to the Housing and Redevelopment Commission based on the findings and subject to the conditions contained therein. Analvsis Staff has received a request for an extension of a Major Redevelopment Permit - RP 88-2. The project site is located at 715-725 Arbuckle Place. If approved, the project's new expiration date will be November 15, 1991. The Design Review Board initially recommended approval of this project at the October 19. 1988 meeting. Final project approval took place on November 15, 1988 by the Housing and Redevelopment Commission (HRC). A request for extension was granted by the HRC on December 19, 1989 following the Design Review Board's recommendation of December 6, 1989. This extension moved the expiration date of approval to November 15, 1990 For RP 88-2x1. Planning, Engineering and Housing and Redevelopment staff have reviewed the current extension request. Staff recommends approval of the extension request subject to the recommendation of adoption of Design Review Board Resolution No. 165 which contains modified conditions of approval. Resolution No. 165 would supersede the project's previous approval resolution (Resolution No. 118) and would be valid until November 15, 1991, if adopted by the Housing Redevelopment Council. REDEVELOPMENT ANALYSIS Redevelopment Department supports the extension of RP 88-2x2 Landreth for an office building at 715-725 Arbuckle Place. Based on the proposed 4,800 square feet, the project will generate approximately 14 jobs. While none of the uses will generate sales tax, the people employed will likely spend time and money In the Village area which will result in some sales tax increase. Staff is recommending that the extension be granted subject to the incorporation of the following modified findings and conditions of approval to Design Review Board Resolution No. 118. It is further recommended that the existing findings and conditions be combined with the modifications below into a new Design Review Board resolution. Final decision is made by the Housing and Redevelopment Commission since this is a Major Redevelopment Permit. Planning: 1. Delete finding #12; school fees are not applicable. 2. The applicant shall prepare a detailed landscape and Irrigation plan which shall be submitted to and approved by the Planning Director prior to the issuance of grading or building permits, whichever occurs first. Prior to final occupancy, a letter from a California licensed landscape architect shall be submitted to the Planning Director certifying that all landscaping has been installed as shown on the approved landscape plans. D. The applicant shall pay a landscape plan check and inspection fee as required by Section 20.08.050 of the Carlsbad Municipal Code. E. No neon signs will be permitted. F. Due to the development unreasonably interfering with the free and complete exercise of our rights to operate and maintain the pipeline, we object to the construction of the Carlsbad Inn Tennis Facility unless the following operational conditions are met with regard to the protection of our pipeline: 1. Complete and free access must be maintained 10 feet on either side of the 12 inch high pressure natural gas line for maintenance and operation. 2. No permanent structures within the 20 foot strip, i.e., buildings, block walls, concrete pad, fences, etc. 3. No planting of trees or deep rooted plants without prior written approval of Southern California Gas Company. 4. No change of grade without prior written approval of Southern California Gas Company. Grade clearance to provide a minimum of 36 inches and a maximum of 7 feet over our high pressure natural gas pipeline. 5. Minimum of 12 inch clearance from any substructure and crossing of our pipeline. Although the project site is not adjacent to existing routes, the site is well served by NCTD. The site is served by two routes, Route 321 and Route 322, which have existing stops less than 1/4 mile from the site. Route 321; This route has an existing sheltered stop near the intersection of Arbuckle Place and Jefferson Street. Route 321 transfers with Routes 301 and 322 at the intersection of Grand Avenue and Washington Street and Routes 302, 309, 312, 316, 320, 322 and 800 at Plaza Camino Real. Route 322; This route has a stop near the intersection of Roosevelt Street and Beech Avenue. This route makes all the same transfers/connections as Route 321. 2. The attached Local Facilities Impacts assessment form needs to be filled out. This is a new requirement that was not available when you submitted your application. 2. The lack of clarity in the site plan makes review difficult. A 1" = 10' Site Plan with about one half as many numbered notes would be easier to read. Many notes can be directly labeled on the site plan. 3. Show N-S-E-W orientation and complete lower floor outline on floor plans. 4. Trash pick-up must load onsite, not in the public right-of- way. 5. A roofing plan is needed. Is the roof hipped? 6. A preliminary signage plan is needed. 7. Compliance with the 20% of net site landscaping requirement is not clearly shown. Please provide a clear indication of compliance with the Design Manual requirement. 8. Handicap access is inadequate. Please redesign and show how a handicapped person would get from the parking stall to the office building. 9. Bike storage facilities should be provided in the "dead space" on the first floor plan. 10. The design of the entry deck is of concern. 11. The lack of windows in some sections of the building is of concern. 12. The architecture presents inappropriately rigid walls to surrounding land uses. This incompatibility to surrounding land uses is of concern. 13. No indication of building height is provided. Please dimen- sion all elevations and floor plans. 14. Some aspects of the proposed landscaping are of concern. It appears additional landscaping is needed. Particularly, since mature trees will be eliminated by the project, and the office is next to residential uses. Page 2 15. Evidence of how use of the office space will be restricted to not allow medical and financial tenants needs to be provided. 16. Box 4951, Oceanside, CA 92054 (619)940-8700 March 17, 1988 City of Carlsbad Planning Division 2075 Las Palmas Drive Carlsbad, CA 92009 RE: Landreth Professional Office Center Major Redevelopment Permit Application Traffic Analysis The proposed building is a small (5100 SF) professional office building for non-medical and non-financial uses. Based on SANDAG standards, the building will generate 102 trip ends per day. Those numbers are based on 20 trips per day per 1000 square feet of building area. Based on traffic flow volume figures available from the City of Carlsbad records, the impact on Jefferson Street which will be the major street most affected, should be approximately 2.6% increase to the northbound flow and 1% increase to the southbound flow. The percentage of increase to the flow on Arbuckle will be quite high, but even at it's maximum potential, 102 trips, does not represent a significant traffic flow in terms of number of trips. In addition, the street frontage on both Arbuckle and Madison will be developed as required to match adjacent properties, one of which, on Arbuckle east of the proposed building, is quite new. The ends of Madison Street, at Grand and at Laguna support traffic from the Old World Center, the Post Office and the Jazzercise Center. Although we do not have specific numbers to back up the discussion, it appears obvious that impact of the new building will not be significant enough to require a change in the proposed design of the street or to generate the need for traffic control systems.
