SUBJECT: WITHDRAWAL OF RP 89-03
This will confirm my conversation of March 13, 1990, with Mrs.
Dewhurst in which she stated that the property at 2775 Roosevelt
would continue as apartment units.
We have received your letter dated February 22, 1990, withdrawing
your application for a Redevelopment Permit for conversion of the
property from apartments to offices.
In the future if you plan to make changes at the property
(excluding ordinary maintenance), please submit a new request for
a Redevelopment Permit.

This is to inform you that the items previously requested to make your Redevelopment Permit,
application no. RP 89-03, complete have been received and reviewed by the Planning
Department It has been determined that the application is now complete for processing.
Although the initial processing of your application may have already begun, the technical
acceptance date is acknowledged by the date of this communication.
Please note that although the application is now considered complete, there remain issues (See
Attachment) which need to be resolved prior to scheduling the project for public hearing. In
addition, the City may request, in the course of processing the application, that you clarify,
amplify, correct, or othenA/ise supplement the information required for this application.
The Planning Department will begin processing your application, as of the date of this

ISSUES
1. Existing parking spaces along the western property line are unacceptable. Delete from
site plan and replace with landscaping.
2. Proposed parking lot at northwest corner of site will be required to be paved.
3. Portions of Lot 203-182-10 which are undeveloped should be landscaped for purposes
of minimizing water runoff.
4. Drainage easement required along rear of Lot 203-182-16.
5. Existing driveway and curb cut to Lot 203-182-16 shall be required to be reduced to 20
feet wide.
6. Mitigation for reduction of affordable housing and displacement of former residents
should be discussed.

Thank you for applying for Land Use Permits in the City of Carlsbad. The
Planning Departinent has reviewed your Redevelopment Permit, application no. RP
89-3, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first
list is information which must be provided to complete your application. The
second list is issues of concern to staff. To help speed processing of the
application, it is suggested that all required information on the lists be
submitted at one time, as no processing of your application can occur until the
application is determined to be complete. When all required materials are
submitted the City has 30 days to make this determination. In addition, please
note that you have six months from the date the application was initiallv filed,
May 26, 1989, to either re-submit the application or submit the required
information. Failure to resubmit the application or to
necessary to determine your application complete shall be
withdrawal of the application. If an application is
withdrawn, a new application must be submitted.

(TJ) Dimensioned locations of:
access, both pedestrian and vehicular, showing service areas
and points of ingress and egress, offstreet parking and loading
areas showing location, number and typical dimension of spaces,
and wheel stops.
Distances between buildings and/or structures
Building setbacks (front, rear and sides)
^v^Location, height, and materials of walls and fences
Location of freestanding signs
All driveways to scale on adjacent and across the street properties
for a distance of 100 feet beyond the limits of subject site
([^^^ Existing curbs, gutters, sidewalks and existing paving widths
within 100 feet on adjacent and across the street properties

Landscape zones per the City of Carlsbad Landscape Guidelines
Manual.
Typical plant species and their sizes for each planting zone.
An estimate of the yearly amount of irrigation (supplemental) water
required to maintain each zone.
Landscape maintenance responsibility (private or common) for all
areas.
Percent of site used for landscaping.
3. Fifteen (15) copies of building elevations and floor plans (24" x 36"
folded to 8i" x 11") shall include the following information:
Floor plans with square footages included
Location and size of storage areas
All buildings, structures, walls and/or fences, signs and exterior
lights.

Change of Use Application
Dear Chris,
To date, I have not heard from the Community Development
Department, regarding our application for change of use
of 2775 Roosevelt.
When we met on April 17, 1989, you indicated that the pro-
cess could be expedited and would take four to six weeks.
It has been four weeks since our completed application was
submitted.
If you need any additional information please let me know,
your assistance in this matter is greatly appreciated.
