DISCUSSION OF ENVIRONMENTAL EVALUATION The proposed project involves a 2,160 square foot structure on a site with 8,100 square feet to provide a Montessori style preschool for 36 children. The site is an infill lot adjacent to St, Michael's Church on Carlsbad Blvd. The existing church parking lot will be used by the preschool on work days. There will be no significant environmental impacts. Rev. 12/88 -7- DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued) 1. Earth - The project, as proposed, involves no grading and no disturbance to soil conditions or geologic substructure. 2. Water - Water resources will not be affected by the project. 3. Air - No change in air quality or movements will result from the project. 4. Plant Life/Animal Life - Being an infill project, no impacts to animal or plant life will occur. 5. Noise/Liqht and Glare - The preschool use will not significantly impact noise levels or light and glare emissions. 6. Land Use - The project will provide a needed use that will be complimentary to existing adjacent land uses. 7-17. Natural Resources/Risk of Upset/Population/Housinq/Transportation - Circulation/Public SErvices/Enerqy/Utilities/ Human Health - The nature of the preschool use, the scale of the project and the location on an infill area will prevent it from adversely affecting any of the above listed environmental resource issues. 18. Aesthetics - There will be no impacts to aesthetics or scenic resources. 19. Recreation - N/A 20. Archaeoloqical/Historical/Paleontoloqical - The infill area of the site as well as the area in general, has no cultural resources that could be impacted. Staff will prepare a Negative Declaration. -8- IV. DETERMINATION (To Be Completed By The Planning Department) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A Conditional Negative Declaration will be proposed. I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required.
