I am principal clerk of the printer of the Carlsbad Journal a newspaper of general circulation,
published twice weekly in the City of Carlsbad, County of San Diego, State of California, and which
newspaper is published for the dissemination of local news and intelligence of a general character, and
which newspaper at all times herein mentioned had and still has a bona fide subscription list of paying
subscribers, and which newspaper has been established, printed and published at regular intervals in
the said City of Carlsbad, County of San Diego, State of California, for a period exceeding one year next

the Design Review Board ofthe City
OfCarlsbad will hold a public hear-
ing at the Council Chambers, 1200
Elm Avenue, Carlsbad, California,
at 5:00 p.m. on Wednesday, Novem-
ber 15,1989, to consider approval of
a Minor Redevelopment Permit
and a Coastal Development Permit
to allow the operation of a Montes-
sori preschool for 36 children on
the west side of Carlsbad Boule-
vard between Beech Avenue and
Christensen Way in the Village Re-
development Area. The proposed
project is located within Local
Facilities Management Zone 1 and
more particularly described as:
Northwest 50 feet, of southeast
250 feet, ofthe northeast 100 feet, of
Block 6 on Map No. 0775.
Those persons wishing to speak
on this proposal are cordially invit-
ed to attend the public hearing. If
you have any questions, please call
the Redevelopment Department at
434-2811.
If you challenge the Minor Rede-
velopment Permit and Coastal De-
velopment Permit in court, you may
be limited to raising only those
issues you or someone else raised
at the public hearing described in
this notice or in written correspon-
dence delivered to the City ofCarls-
bad at or prior to the public hear-
ing.

NEGATIVE DECLARATION
PROJECT ADDRESS/LOCATION: 2747 Carlsbad, Boulevard, Carlsbad. CA 92008.
PROJECT DESCRIPTION: Montessori preschool for 36 children adjacent to St.
Michael's Church on an 8,100 square foot infill site.
The City of Carlsbad has conducted an environmental review of the above described
project pursuant to the Guidelines for Implementation of the California Environmental
Quality Act and the Environmental Protection Ordinance of the City of Carlsbad. As a
result of said review, a Negative Declaration (declaration that the project will not have
a significant impact on the environment) is hereby issued for the subject project.
Justification for this action is on file in the Planning Department.
A copy of the Negative Declaration with supportive documents is on file in the Planning
Department, 2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the
public are invited. Please submit comments in writing to the Planning Department within
ten (10) days of date of issuance.

On November 15, 1989, St Michael's By The Sea Episcopal Church filed a complete
Coastal Development Permit Application No. CDP 89-2 to locate and operate a Montessori
preschool.
This proposed development is located within the Coastal Zone at 2747 Carlsbad Blvd.
The Assessor's Parcel Number is APN No. 203-143-06/07.
This application has been:
Granted a regular Coastal Development Permit by the Design Review Board based on the
following findings: See attached resolutions No. 146 and 147.
If you disagree with the decision regarding this application and the proposed development
is located within the "appeal area" as shown on the "Post LCP Certification Map" on file
at the Planning Department, you may appeal to the Califomia Coastal Commission under
Section 30603(p) of the Califomia Public Resources Code. The Califomia Coastal
Commission is located at 1333 Camino del Rio South #125, San Diego, Califomia
92108-3520.
Unless appealed, this regular Coastal Development Permit shall be effective on November
15, 1989.
