The preliminary staff report for the above referenced project will be available for you to
pick up on Friday, September 14, 1990, after 8 a.m. This preliminary report will be
discussed by staff at the Development Coordinating Committee (D.C.C.) meeting which
will be held on Monday, September 24, 1990. A twenty (20) minute appointment has
been set aside for you at 11:30 a.m. If you have any questions concerning your project,
you should attend the D.C.C. meeting.
It is necessary that you bring your required unmounted colored exhiblt(s) with you
to this meeting in order for your project to go forward to the Planning Commission.
If you do not plan to attend this meeting, please make arrangements to have your
colored exhibit(s) here by the scheduled time above.

Dear Mr. Moffett:
Thank you for meeting with Eric Munoz, Jim Davis and myself
regarding your project at 2793 Madison Street. This letter
confirms our discussion and agreement on the following
recommendations for your project when presented to the Design
Review Board.
You have agreed to make and maintain the following improvements
that will be included as conditions upon your project. They are
as following:
1. ) Prepare site with red painted curbs and appropriate
towing signage to eliminate parking in areas other than
specifically marked parking spaces (including northern
alley).
2. ) Revise plan to include the changes/repairs recommended
by City Engineering Staff including the revision of the
northeast driveway to eliminate water ponding occurring
there.
3. ) Circulation through the lot will remain the same with
the exception of center parking core revisions as
proposed on the plans.
Based upon these improvements to the parking area, staff is
prepared to recommend approval of the Chiropractic Office use in
the building at 2793 Madison Street.

to transit service and have the following comments:
1. Currently, the closest exsiting transit service is
Route 322. Route 322 serves the central portion of
the Carlsbad area and passes closest to the site
immediately in front of the site on Roosevelt
Street.
2. At this time, the North County Transit District is
not planning within the next five years to modify
service to this area.
Enclosed is a Route 322 schedule map to facilitate a
better understanding of the service provided.

Dear Patricia,
As a follow up to my visit with you on July 2nd. we have made an
application to the city for a Minor Redevelopment Permit. Also enclosed is a letter from
Jazzercise that states they will change the class schedule to create 30 minute spacing
effective August 31st, 1990. This change will remove the parking problem caused by
the Jazzercise class lap over.
Enclosed is a site plan marked Exhibit "A" that shows the rental space
numbers of all occupancies within center. This application is concerning those spaces
that Jazzercise has vacated and one space they have not vacated. See exhibit "B-r
and "B-2". The Unit #s and uses that we feel should be clarified for the record are,
2791 and 2793 Madison Street and 2800 Roosevelt Street units B, C, D. G, H, and I.
Jazzercise has been using spaces know as 2800 Roosevelt, D, I, H, as
office space for their accounting department. Unit G is utilized as a baby sitting facility.
The space shown as 2791 and 2793 Madison was a retail cloths store. The spaces
2800B and 2800C are classified as retail space.
We propose that 2791 Madison and 2800 Roosevelt spaces B.C. and D
remain retail and office. We request that the interior spaces (those units with access
from the corridor) known as 2800 G and H plus 2793 Madison have an
offlce/retali/Medlcal classification because it is highly unlikelv that anvone will rent
retail space located on the interior corridor.
Currently, we have vacancies in spaces 2791 and 2793 Madison and
spaces 2800 B, C and H. The current allocated parking for this portion of this building

The parking spread sheet above explains how we would like to utilize
portion of the additional 9 parking stalls that we are providing. We propose to utilize
2.94 stalls of the 9 additional stalls being provided. This leaves 6.06 stalls not
accounted for. The option of upgrading our allowable use of areas known as 2793 and
2800 H & G to a maximum of office and medical parking would avoid the necessity of
returning to the Redevelopment Agency should we receive a proposal to rent for any
use allowed by the zoning. This approval would provide us with maximum flexibility to
lease these interior corridor spaces, a very reasonable request.
We are in the process of repairing, resurfacing and re-striping the parking
area to improve drainage. We request approval to make these additional parking
modifications and expect that the cost of the modifications will be under $10,000.
We are hopeful that you can process this request promptly because we
have had vacancies at the Center since January 1st. 1990. We have been holding the
chiropractors lease proposal since March due to these parking issues. Should you
have any questions please do not hesitate to call.

I am writing at the request of John Yelland regarding
the Roosevelt Center, We are aware that a traffic
study was done in the Roosevelt Center parking lot and
that the study indicated a problem existed between the
ending of our 8:15 a.m. class and the beginning of
our 9:30 a.m. class.
In an effort to relieve this problem, we will:
1. immediately begin urging our 8:15 a.m. students
to exit the parking lot promptly after class
2. review all class schedules with our instructors
to see what options are available to ease
the situation.
As we think about it, the problem may very well be that the
8:15a.m. does not start on time and, therefore, does not
finish on time either. Please be assured that we will
correct the problem.

Re: Parking Study for Roosevelt Center,
Carlsbad, Ca.
Dear Jim:
Per your request, we have conducted a parking study and analysis
for the existing uses at the Roosevelt Center, located at Grand
Avenue between Roosevelt Street and Madison Street in Carlsbad.
The study was conducted over a two day period to try to determine
daily fluctuations. The time periods studied were the from 8:30
to 9:45 AM and from 4:45 PM to 6:00 PM. These times were felt
to be the peak hours ot demand, as they relate to the period when
the largest Jazzercise classes overlap. In addition, a one day
observence was made during the lunch period. To collect the data
field observations were conducted on 15 minute intervals and the
location of parked vehicles were noted. The information
collected from the field is included as part of this letter for
your information.
From our observations, there are periods during the day when the
existing parking facilities are inadequate. These periods of
greater demand occur when the Jazzercise classes overlap.
Jazzercise classes are presently staggered by 15 minutes which is
inadequate. Students for one class arrive before the majority of
the students from the prior class leave. The insufficient
overlap caused people to park in illegal locations. After a
further 15 minutes there were vacant spaces throughout the center
but the illegal cars remained during the second class.
On Friday May llth, between 8:30 AM and 9:45 AM, we observed 19
to 39 vacant stalls with 3 to 11 cars parked in illegal
locations. From 4:45 PM to 6:00 PM there were 45 to 54 parking
stalls vacant with 0 to 1 illegally parked vehicles. (See notes
regarding construction.)

On Tuesday May 15th, between 8:30 AM and 10:00 AM, there were
between 7 and 43 vacant stalls with from 3 to 10 cars illegally
parked. From 4:45 PM to 6:00 PM, there were from 13 to 24 vacant
stalls with 3 to 10 cars parked illegally. (See notes regarding
construction.)
From the one day lunch observation, it was felt that there was
adequate parking during this period of the day as there were 59
to 70 vacant parking stalls. We did not feel that a second count
was warranted during the lunch period.
During the period of our study significant reconstruction was
occurring within the Jazzercise offices. Many of the cars parked
along the rear alley were associated with these construction
activities. A drop off body was also located in the back of the
center as part of the reconstruction. Up to seven illegally
parked cars were observed in the alley during our observations.
The alley parking problem will no doubt resolve itself when the
construction is complete and the seven reserved Jazzercise stalls
are again available to staff members. For this reason the cars
illegally parked in the alley were not counted on the attached
data sheets.
It is our opinion, that the parking as provided is not adequate
as the facility is currently being used. Two measures should be
implemented which will solve this condition:
Firstly, the Jazzercise classes should be staggered by at least
30 minutes. This additional time would be sufficient
to allow most of the first class to clear from the
parking lot prior to the second class arrival. From
our observations, the students from first class usually
cleared in 10 to 15 minutes after the end of the class.
The second class started to arrive approximately 10 to
15 minutes before the start of class.
Secondly, several of the parking stalls are not apparent due to
worn striping causing motorists to take too much room
when parking. This occurred in two areas so with
proper striping two additional spaces would be
available.
In addition, you have provided us with an engineering plan that
provides for the resurfacing and restriping, that will add 9
additional parking stalls to the center. We recommend that these
changes be made. In making our conclusions in the summary below,
we have considered that the vacant spaces will be utilized in a
similar manner to those uses currently in place. We believe that
with the implementation of the above changes the proposed
chiropractors office of 1300 square feet, to be located in one of

the vacant spaces, will have sufficient parking for their
customers.
In summary, if the above measures are implemented, together with
the completion of construction that is now in progress, there
would be adequate parking for the existing and proposed uses.
