The preliminary staff report for the above referenced project will be available for you to
pick up on Friday, November 15, 1991, after 8:00 a.m. This preliminary report will be
discussed by staff at the Development Coordinating Committee (D.C.C.) meeting which
will be held on Monday, November 25,1991. A twenty (20) minute appointment has been
set aside for you at 11:30 a.m. If you have any questions concerning your project, you
should attend the D.C.C. meeting.
It is necessary that you bring your required unmounted colored exhibits(s) with you
to this meeting in order for your project to go forward to the Planning Commission,
if you do not pian to attend this meeting, piease malce arrangements to have your
colored exhibit(s) here by the scheduied time above.

Your application has been tentatively scheduled for hearing on December 4, 1991. In
order for us to proceed, we must perform the noticing as required In Section 65091 of
the California Government Code. If the required items are not received by November 15,
1991. your project will be rescheduled for a later hearing. In the event that the scheduled
hearing date is the last available date for the City to comply with the Permit Streamlining
Act, and the required noticing items have not been submitted, the project will be
scheduled for denial.
Please submit two sets of the required 600' radius map, list of property owners, labels
for each property owner and for the applicant, and postage. Your application will not go
forward until these items have been received. Please sign the attached statement and
return it with your labels.

This is to inform you that the items previously requested to make your Redevelopment
Permit/Coastal Development Permit, application no. RP 91-5/CDP 91-2, complete have been
received and reviewed by the Planning Department. It has been determined that the application
is now complete for processing. Although the initial processing of your application may have
already begun, the technical acceptance date is acknowledged by the date of this communication.
Please note that although the application is now considered complete, there may be issues that
could be discovered during project review and/or environmental review. Any issues should be

Dear Elaine,
Thank you for your continuing efforts on behalf of our
application for the above referenced project.
It is our pleasure to re-submit plans for the proposed
development at 3050 Madison Street in response to your
letter dated September 16, 1991. We believe, as was
originally determined in our meeting with you and Mr. Jim
Davis, that we have satisfied the requirements for a
complete application and addressed all issues of concern
raised by the Planning and Engineering Departments.
I have included a copy of your letter dated Sep. 16,
1991, as requested.
The following is a list of further corrections made and
their locations on the plans and documents.
ITEMS REQUIRED FOR COMPLETION OF
SUBMITTAL
A. PLANNING
1. The Disclosure Form, attached, lists the applicant as
Robert Noble, Noble Design, Inc., an agent for the property
owner, Marion Williams. Please send all correspondence to
Noble Design, Inc., 5963 La Place Court, Suite 207,
Carlsbad, CA. 92008, attention Hamilton Harwood.
The Disclosure Form also lists Marion Williams as the
owner. We have included, attached to the Disclosure Form, a
copy of the Preliminary Title Report for this property as
well as the Deed of Trust showing the sale of the property
to Marion Williams.

2. The project application numbers have been added to the
upper right hand corner of each sheet of the plans. This
requirement was not included in any previous list of items
necessary for 'completeness'.
3. The existing square footage of the building and the
garage (to be demolished) is 1,613.45 S.F. The proposed
building square footage (the existing building without the
garage) will be 1,173.45. This correction is shown on Sheet
A. 2 of the building plans and is reflected in all documents
including the Coastal Development Permit, the Land Use
Review Application and the Environmental Impact Form - Part
1. We are re-submitting all of these documents for your
approval.
4. The plans have been corrected to show required parking
ratio and (4) parking spaces, see Sheet A.2.
5. Sheet A.2 indicates, in the legend, 11% of the parking
area to be landscaped. This is based on a parking area of
3,250 S.F. with landscaped areas totalling 360 S.F.
6. Sheet A.2 also indicates the lot coverages. Building
coverage is 1,173.45 S.F. (17%). Parking area and driveway
coverage is 2,720 S.F. (38.8%). Landscaped area (planting
and hardscaping) is 3,137 S.F. (44.8%). Please note the
original submittal only included the 1,724 S.F. of planting
area and the coverage was shown as 24.6%.
B. LANDSCAPING CORRECTIONS
The corrections made to the Landscape Plan (Sheet A.3)
in response to the 'redlined' blueprint from Mr. Larry Black
have been included in this re-submittal package. Per our
telephone conversation on Sep. 25, 1991, these corrections
are not required as a 'completeness' item.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Redevelopment Permit and Commercial Development Permit, application no. RP
91-5/CDP 91-2, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information
which must be submitted to complete your application. All list items must be submitted
simultaneouslv at the Community Development Building counter and a copv of this list must be
included with vour submittals. No processing of your application can occur until the application
is determined to be complete. The second list is issues of concem to staff. When all required
materials are submitted the City has 30 days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application will be
initiated. In addition, please note that you have six months from the date the application was
initiallv fQed, June 3, 1991, to either re-submit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an appUcation
is withdrawn or deemed withdrawn, a new application must be submitted.

PLANNING:
1. The disclosure form must include the names of individuals. The form provided does
not include the names of individuals associated with Noble Design (the appUcant).
The form must also indicate the current owner. The title report shows that Mr. 8c
Mrs. Halverson are the current owners. Their names must be on the disclosure
form, and they must sign the form as owners.
2. The project appUcation numbers must appear in the upper right hand comer of each
sheet of the plans.
3. Corrections must be made regarding the existing and proposed square footage of the
structure. The drawing on Sheet A-2 indicates building square footage of 1,173.45
square feet. The legend on the same page indicates 1,152 square feet. All
associated drawings, legends, and other documents must be corrected to show
1,173.45 square feet.
4. Plans submitted indicate a parking requirement of 7 spaces. The required parking
for the proposed use is actually 4 spaces (1:300 ratio). The "Required Parking"
figure in the legend should be corrected.
5. The percentage of the parking area to be landscaped should be included in the
legend on the site plan. (The mimmum required area is 10%.)
4. The site plan legend should indicate the percentage of lot coverage (including:
buildings, accessory buildings and structures, parking areas, and driveways).
