Preliminary review of your project was conducted on May 24,1991. Listed below are the
issues raised by staff. Please note that the purpose of a preliminary review is to provide
you with direction and comments on the overall concept of your project. The preliminary
review does not represent an in-deptli analvsis of your project. Additional issues
of concern may be raised after your application is submitted and processed for a
more specific and detailed review.
Planninq:
1. The project site is located within Sub Area 1, which allows residential uses if found
to be compatible with the surroundings. Density and parking is within the
requirements and allowances for senior citizen housing.
2. More information on the operation of the senior apartments especially concerning
enforcement of minimum age requirements and quality of life. Low income senior
housing would be preferable.
3. Building elevations (both existing and proposed) should be enhanced from their
present, plain appearance.
4. More landscaping should be provided for screening and outdoor lounge areas.
5. Is any outdoor lighting proposed?
6. Buildings must have a minimum separation of 10 feet.
Enqineerinq:
7. Not enough room is provided between the parking overhang and the rear building
for pedestrian circulation. A minimum of 42 inches is required.

8. Where is handicapped parking proposed?
9. Does each unit handle their own trash collection and disposal?
10. 90 degree parking off of the alley is permitted, however, 24 feet of backup
clearance is needed. Since the alley is 20 feet wide, 4 feet must be provided
between the end of the parking spaces and the rear property line. Please see
enclosed plans for diagram.
11. Lot width and frontage on Harding Avenue is shown as 45 feet. It appears to be
50 feet on the enclosed assessor's parcel map.
Redevelopment:
12. Since the Redevelopment Development department would like to see an increase
in the number of persons residing in the Redevelopment Area, we support the
proposed project at this time.
13. The Village Design Manual describes Sub-Area 1, the area In which this project is
located, as the central business district of Carlsbad. The area is to function as
a major financial, specialty, commercial center for the downtown. Within
Sub-Area 1, The Design Review Board will be looking for development which is
oriented to pedestrian traffic and high in open space amenities. Although the
Village Design Manual states that we should be encouraging more
commercial/business related activities within this sub-area, it is Redevelopment
staff's opinion that, at this time, the best use for the noted property Is residential.
14. Due to the high office space vacancy rate, it appears that additional professional
office space is not needed in the area. Also, this property most likely would not
support medical office space due to the parking requirements. Redevelopment
staff also does not believe that a retail establishment would do very well at this
location. Therefore, we support the concept of increasing the number of
residential units on the property.
15. The Redevelopment department is supportive of affordable housing for persons
of all age groups. If the property owner is interested in providing housing units for
senior citizens, we are supportive of his efforts. However, we also would be
supportive of affordable housing for any other age group.
16. Additional residential units on the noted property is consistent with and compatible
with surrounding uses.

17. In terms of aesthetics. Redevelopment staff would like to encourage the property
owner to make the property as visually appealing as possible. We are concerned
that the addition of three units on this property will make it appear too "crowded".
We would like to encourage the property owner to develop this project in a
manner which creates an "open and attractive" atmosphere.

PRELIMINARY REVIEW COMMENTS FOR PROPOSED RESIDENTIAL PROJECT TO
BE LOCATED BEHIND 2921/2923 HARDING STREET
Redevelopment staff has reviewed the preliminary plans for the
proposed additional residential units to be located behind 2921
and 2923 Harding Street in Carlsbad. Based on our preliminary
review of the plans, we have the following comments on the
project:
1. Since the Redevelopment Department would like to see an
increase in the number of persons residing in the
Redevelopment Area, we support the proposed project at this
time.
2. The Village Design Manual describes Sub-area 1, the area in

If an application is subsequently submitted on this project,
Redevelopment Staff will provide more detailed "economic and
revitalization benefit" comments for the report to Design Review
Board and Housing and Redevelopment Commission.

Yesterday, ray builder and I reviewed your letter of August 21,
1991, informing me I can no longer proceed under City Ordinance
21.18.01^5, Senior Citizen Housing By Conditional Use Permit whioh
allowed a density of 31.25 units per acre, which is needed in
captioned project.
Since the Planning Commissioners hearing of July 17, 1991 changed
the rules for my project by setting the maximum allowable density
of 20 units per acre I am no longer able to proceed with this
project and request my application beginning May 21, 1991 be with-
drawn.
As of this date I have spent the following funds on this project:

I was always agreeable, beginning May 21, 1991, to follow
all requirements of the City of Carlsbad, if captioned project
could proceed under City Ordnance 21-18.01^5 and I had Staffs
approval to proceed further on the project.
The Planning Commissioners, on July 17, 1991, changed the rules,
as stated above, effecting this Senior Citizen Housing Project,
through no fault of mine, and such change now makes my project
impossible to build.
I now request the City return all fees totaling $2,020. which
I have paid the City on this project and if this request is
agreeable to the City I will absorb the loss of $920.15 which
I have paid to other professionals.

Thank you for applying for Land Use Pennits in the City of Carlsbad. The Planning Department
has reviewed your Redevelopment Permit, application no. RP 91-7, as to its completeness for
processing.
The application is incomplete, as submitted. Attached are two lists. The first list is information
which must be submitted to complete your appUcation. All list items must be submitted
simultaneously at the Communitv Development Bmlding counter and a copy of this list must be
included with your submittals. No processing of your apphcation can occur xmtil the appUcation
is determined to be complete. The second Ust is issues of concem to staff. When aU required
materials are submitted the City has 30 days to make a determination of completeness. If the
appUcation is determined to be complete, processing for a decision on the appUcation wiU be
initiated. In addition, please note that you have six months from the date the appUcation was
initiaUv filed, July 23,1991, to either re-submit the appUcation or submit the required information.
Failure to resubmit the appUcation or to submit the materials necessary to determine your
appUcation complete shaU be deemed to constitute withdrawal of the appUcation. If an appUcation
is withdrawn or deemed withdrawn, a new appUcation must be submitted.
