B) PURPOSE The purpose of the Master Plan project is to study and evaluate the facilities needs of ANA for the coming 15 years and propose a facilities modernization Master Plan to be used as a City approved blueprint for revitalizing the campus over a long period of time. C) SCOPE Due to the old age and poor condition of all campus buildings, most structures on campus require renovation or replacement. As well as addressing this basic need, the proposed Master Plan involves utilities undergrounding, enhancement of street frontages with street trees, construction of joint use facilities for public enjoyment, and consolidation of on-campus uses. D) PROCESS A photo survey and numerous site inspections have provided objective data as to the extent and condition of the facilities and the various opportunities and constraints of the campus. An opinion survey of approximately 3 000 questionnaires was utilized to obtain opinions about the campus from alumni, faculty, staff, cadets, and parents. From a strong 13% return, an accurate cross section of opinions relative to campus facilities was obtained. Programming question and answer workshops were conducted with faculty and staff department heads to identify program requirements for the school. These requirements were further refined in meetings with the ANA Development Committee and numerous campus plans were drawn and redrawn until all major concerns of the school have been addressed. The proposed Master Plan is the result of this process, which has included many meetings with the City of Carlsbad Redevelpment Agency and City planners and has taken 2 5 months to complete. FACILITIES BACKGROUND A) EXISTING & PROPOSED FACILITIES The boarding capacity will remain virtually unchanged, and any facility increases result from bringing old insufficient facilities up to current educational standards. Field House * B) PHASING See attached scenarios for phasing. These scenarios represent the best projection of sequencing at present, but the possibility exists due to the nature of how ANA may receive funds (through direct gifts for specific purposes from ANA alumni, city redevelopment, etc.) that some deviations from these phasing scenarios may be necessary. Page 2 ARMY & NAVY ACADEMY MASTER PLAN SITE BACKGROUND A) PARKING Currently, there is sufficient parking for all staff, students, and visitors utilizing the existing off-street parking lots and available on-street parking at ANA. Campus parking serves primarily faculty and staff of ANA. Boarding students are not allowed to have vehicles. Of the students that attend, grades 7 through 10 are beneath the driving age, so parking would only be required for non-boarding students (approx. 2 5 total in all grades) who are above driving age. Only minor changes to finish grades to accommodate new or reconfigured structures is anticipated. CITY OF CARLSBAD/ARMY & NAVY ACADEMY COOPERATIVE ELEMENTS Through meetings with the Director of Redevelopment and City Planners a group of items has been arrived at which are cooperative measures designed to mutually enhance the immediate area of the campus. Below are those items which have been incorporated into the proposed Master Plan: A) SHARED PARKING STRUCTURE ANA would relocate existing tennis courts on the parcel north of Mountain View Drive for the purpose of allowing the City of Carlsbad to build a joint use, 2 level parking structure which would be used to provide access to the north terminus of the proposed City of Page 3 ARMY & NAVY ACADEMY MASTER PLAN Carlsbad Linear Park at the Buena Vista Lagoon. Also, should item (E) come to fruition, this parking structure would serve that facility as well. During school hours one level of the parking structure would be reserved for faculty and staff of the academy with card access. During evenings and weekends the entire structure would be available to the public. B) STATE PARCEL The State of California offices on the triangular parcel at the northwest corner of Carlsbad Boulevard and Beech Avenue would be relocated to utilize this parcel to house the proposed campus field house, formally planned for the parcel in item (A). C) CARLSBAD BOULEVARD UNDER/OVERCROSSING To provide safe access between the main body of campus and the athletic fields area across Carlsbad Boulevard without interruption of traffic flow, a bridge overcrossing or possibly a tunnel undercrossing is proposed. The bridge option would provide opportunity for an entry architectural statement at this gateway to Carlsbad. D) PEDESTRIANIZATION OF CYPRESS AVENUE To make safer and more aesthetically pleasing, a pedestrian walk would be provided on a portion of Cypress Avenue. This would provide a safer place for cadets to travel back and forth across this street and provide a formal allee for performing arts theater patrons to stroll during intermissions. E) POSSIBLE SHARED PERFORMING ARTS THEATER To provide the City of Carlsbad a site for a shared use performing arts theater, the Army & Navy Academy could provide the existing Administration/Classroom/Gymnasium building for conversion to a legitimate performing arts theater which could be jointly used at times deemed appropriate for both parties. F) INFRASTRUCTURE AND UTILITIES For safety, liability, and aesthitic reasons, the overhead utilities on campus should be undergrounded. Army & Navy Academy would look to the City of Carlsbad for assistance in this area. Army & Navy Acad- emy plans to maintain the existing character of the streets around the campus, and would request assistance from the City for any side- walks, sewer upgrades, etc. where none currently exist. Remodel cottage number 1 for new photo lab/publications shop. Temporarily house cadets from cottage number 1 and Bain Hall in Ebb Tide or other quarters. Build new 5 module x 2 story ( 10 modules total) dormitory where Bain Hall was. Move 8 cadets from cottage number 1, 8 cadets from cottage number 4, 8 cadets from cottage number 5, 36 cadets from Bain Hall, 2 0 cadets from Anderson Hall (80 cadets total) into new 10 module dorm. Move 4 extra cadets from Anderson Hall into temporary quarters at first floor new Fegan (single rooms). Raze Anderson Hall and build new academic hall with 24 regular classrooms. Move 53 Fegan cadets (total) and 4 cadets from Academic 3 00 into new 9 module dorm, leaving approximately 15 spaces free. Renovate Fegan into new faculty offices, build part of east half of new parking lot. Build new maintenance area near bridge at Carlsbad Blvd. Move maintenance across street into new quarters, demolish old maintenance area & pool, build new pool, pool house, finish east half of new Fegan parking lot. Move 16 cadets from Lewis Hall into rest of new 9 module dorm, raze Lewis Hall, build new 3 module x 2 story dorm (6 modules total) where Lewis was, creating space for 48 cadets. PHASE 8: PHASE 9: PHASE 10 Move 28 cadets from Dorman Hall and 12 cadets from north half of McClendon Hall (40 total) into new 6 module dorm on Ocean Street. Demolish Dorman Hall, north half of McClendon Hall and build 3 1/2 module x 2 stories (7 module total) new dorm along Pacific Street. (56 cadets total). Move 24 cadets from Hoover Hall into new 7 module dorm. Demolish empty academic 4 00, Hoover Hall. Build new tennis courts, finish new Fegan parking lot.
