Back in February we wrote you a letter requesting the with-
drawal of two permits - which were #RP 92-2 & CDP 22-1.
Now we are requesting a refund of the l4.70.00 which we sub-
mitted to the City of Carlsbad back in November for these
two permits.

Dear John:
I just wanted to touch base with you and let you know that the
review of your application for a business license for the
Carlsbad Cyclery Annex to be located at 2796 Carlsbad Boulevard
has been completed by the City of Carlsbad. All appropriate city
departments have approved the license. Therefore, your business
license has been approved by the Finance Department! I spoke with
Pat Stuckard, Business License Representative for the City of
Carlsbad, yesterday at the request of Kay Christiansen to
determine the reason for the delay in forwarding your license to
you.
According to Pat, due to her illness last week, she is about two
(2) weeks behind on finalizing recently approved business
licenses. She stated that the license will be mailed to you the
first part of next week. Although you do not have your business
license, you have been approved for it and you may begin
operation of your business. If you do not receive the license by
Friday of next week, please feel free to contact Pat directly at
434-5182 or myself at 434-2811.
Thank you for your patience throughout this process! Please
accept my apologies for the delay in forwarding the business
license to you. We look forward to your grand opening at the new
location!!

Dear John:
Your application for a minor redevelopment permit to convert the
building located at 2796 Carlsbad Boulevard from a professional
office use to a retail establishment was formally submitted to
the City of Carlsbad's Planning Department on January 15, 1992.
The Redevelopment Department has forwarded a memo supporting the
project to appropriate staff members within the Planning
Department. As soon as the Planning and Engineering Departments
have completed their review of the proposed project, you will
receive a letter (from the assigned planner) indicating the
status of your application/project.
The letter will state whether or not the application is "complete
or incomplete" for further processing purposes. If the
application is not complete, you will receive information on what
additional items are required to "complete" the application. The
letter will also indicate any outstanding issues which must be
addressed before the Planning and/or Engineering Departments can
recommend approval of the project to the Design Review Board. If
the application is complete, the planner will begin preparation
of the necessary report(s) for submission to the Design Review
Board for further action. According to State Law, the Planning
Department technically has thirty (30) days, from the formal date
of application (1/15/92), to review and respond to requests for
discretionary (i.e., redevelopment) permits. On your behalf, the
Redevelopment Department has requested that your application be
processed in less than the routine thirty (30) days and be
presented to the Design Review Board in February, 1992.
Please understand that preliminary review of your application by
the Redevelopment Department was provided for assistance purposes
only. Formal review of the application does not commence until
the application is submitted to the Planning Department. By
assisting you at the beginning of the process, it was my intent
to prevent delays due to application "incompleteness." Often,
applicants for redevelopment permits do not submit adequate
information and, therefore, their application is returned to
them.
Under the current system, it takes approximately three (3) to six
(6) months to process a minor redevelopment permit. The amount of
processing time is related to the various "issues" surrounding
the project (i.e., parking, public opposition, etc.). If their
are no significant issues, a minor redevelopment permit can
normally be processed within three (3) months. Redevelopment
Staff will work closely with Planning Staff in an effort to
submit your application to the Design Review Board for approval
by the end of February.
We realize that you may be frustrated by the current process for
approving redevelopment permits. However, to ensure that proposed
projects are appropriate for the Village Redevelopment Area, it
is important that adequate time be taken by appropriate city
staff to review and revise, if necessary, plans for conversions,
additions/demolitions, and/or new construction. Every effort will
made to process your application as quickly as possible and keep
you informed as to the status of your project!
We appreciate your continued patience in this matter. If you have

CONVERSION OF AN OFFICE BUILDING TO A BICYCLE RETAIL/RENTAL
ESTABLISHMENT AT 2796 CARLSBAD BOULEVARD
The Redevelopment Department has no problems with the application
submitted by John Linzmeyer of Carlsbad Cyclery. If all Planning
and Engineering concerns can be addressed, we believe that the
proposed site is a very good location for a bicycle shop! The
business of renting and selling bicycles should be quite
successful at this location. Based on our review of this project,
we believe the use is consistent with the Village Design Manual.
Therefore, we support this application as submitted.
The Redevelopment Department rec[uests that this item be given top
priority in processing. We would like to get this item to Design
Review Board in February.

Attached please find John Linzmeyer's application for a minor
redevelopment permit to change the use of a 1002 sq.ft building
located at 2796 Carlsbad Boulevard from a professional (realty)
office to a retail establishment (bicycle shop with rentals).
Please accept and appropriately document receipt of the enclosed
application and check in the amount of $470 for fees and process
according to proper procedures. The applicant mistakenly
delivered this application to our office. Redevelopment Staff
agreed to forward it to your office.
Redevelopment Staff has been working with this applicant for
several weeks to submit all of the appropriate documents related
to this application. Hopefully, we got everything! However, if we
didn't, please contact my office at extension 2935 and let me
know.

Dear John:
Your application for a minor redevelopment permit to convert the
building located at 2796 Carlsbad Boulevard from a professional
office use to a retail establishment has been reviewed by the
Housing and Redevelopment Department. Before forwarding the
application to the Carlsbad Planning Department for formal/final
review and further action, the following information and/or
actions are required:
1. Please complete and sign the enclosed land use review
application which is required by all persons who wish to
change the use of an existing facility and return it to my
office at 2965 Roosevelt Street. Please note that the owner
of the property must also sign this form.
2. The "general information" noted on the attached application
must be written on the plans you provided to my office. The
Planners want all information provided directly on the plans
because it makes their review much easier. Please transfer
the information you have provided on the application form
under "general information" to the enclosed plans.
3. On the plans, you also need to note where the designated
parking spaces will be located on the site. As we discussed,
the parking lot will need to be striped to show the
appropriate number of parking spaces for the proposed use
(Cyclery Annex). Therefore, you need to draw the
appropriately sized parking spaces on the plans. Attached
for your information are copies of the ordinances related to
number and sizing of on-site parking spaces for your review.
4. As the application indicates, we need a total of 10 copies
of the plans to continue processing. Please make 10 copies
of the plans with the additional information noted above and
return them to my office.
As soon as the above actions have been completed and you have
returned the plans and signed land use form to my office, the
entire application will be forwarded to the Planning Department
for final review and further action.
Also, just for your information, the check (#2759) you submitted
on November 22, 1991 to my office in the amount of $470 for
permit processing fees has not yet been deposited to the City's
account. It was my decision to not deposit the check until the
application was completely ready to process through planning. If
this presents a problem for you, please let me know. Otherwise, I
will simply submit the check for payment of fees upon forwarding
the final plans to the Planning Department.
Your patience during our review has been greatly appreciated!
Please accept my apologies for the length of time it is taking to
process your application. Unfortunately, things are never as easy
as they seem!! But, we remain very supportive of your application
and will make every effort to gain approval of your request from
the Design Review Board as quickly as possible. If you have any
