The preliminary staff report for the above referenced project will be available for you to
pick up on Monday, September 14, 1992, after 8:00 a.m. This preliminary report will be
discussed by staff at the Development Coordinating Committee (D.C.C.) meeting which
will be held on Monday, September 28, 1992. A twenty (20) minute appointment has
been set aside for you at 10:00 a.m. If you have any questions concerning your project,
you should attend the D.C.C. meeting.
It is necessary that you bring your required unmounted colored exhibits(s) with you
to this meeting in order for your project to go forward to the Pianning Commission.
If you do not plan to attend this meeting, please malce arrangements to have your
colored exhibit(s) here by the scheduled time above.

This is to inform you that the items previously requested to make your minor
redevelopment permit, application no. RP 92-5, complete have been received and reviewed
by the Planning Department. It has been determined that the application is now complete
for processing. Although the initial processing of your application may have already begun,
the technical acceptance date is acknowledged by the date of this communication.
Please note that although the application is now considered complete, there may be issues
that could be discovered during project review and/or environmental review. Any issues
should be resolved prior to scheduling the project for pubhc hearing. In addition, the City
may request, in the course of processing the appUcation, that you clarify, amplify, correct,
or otherwise supplement the information required for this application.

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Redevelopment Permit, application no. RP 92-5, as to its
completeness for processing.
The appHcation is incomplete, as submitted. Attached are two lists. The first hst is
information which must be submitted to complete your application. All list items must be
submitted simultaneously at the Commumty Development Building coimter and a copv of
this list must be included with vour submittals. No processing of your appUcation can
occur until the appUcation is determined to be complete. The second Ust is issues of
concem to staff. When all required materials are submittedJ:he City has 30 days to make
a determination of completeness. If the appUcation is determined to be complete,
processing for a decision on the appUcation will be initiated. In addition, please note that
you have six months from the date the appUcation was initiallv filed, March 25, 1992, to
either re-submit the appUcation or submit the required information. Failure to resubmit
the appUcation or to submit the materials necessary to determine your appUcation complete
shaU be deemed to constitute v^thdrawal of the appUcation. If an appUcation is withdrawn
or deemed withdrawn, a new appUcation must be submitted.

UST OF ITEMS NEEDED
TO COMPLETE APPUCATION:
No. RP 92-5 - G.P. MORTGAGE
PLANNING:
1. Provide a site plan which is to scale and specify the scale on the site plan. Also
include a north arrow, and a SUMMARY TABLE with the foUowing information:
(NOTE: Some of these items have already been provided on a general information
sheet submitted with the appUcation which can be transferred to the site plan.)
A. Street address and assessors parcel number
B. Site acreage
C. Existing Zoning and Land Use
D. Existing and proposed land use
E. Total building coverage
F. Lot coverage including driveways and parking staUs
G. Percent landscaping
H. Number of parking spaces required/provided
I. Average Daily Traffic (ADT) generated by the project broken down by
separate uses.
2. Specify the proposed use of Building #2 on the site plan (office or warehouse?).
3. Specify on the plans setback dimensions for the required front, rear, and side yards
for aU stmctures.
4. Submit a preliminary landscape plan on 24" X 36" sheet folded to 8 1/2" X U" size
drawn to the same scale as the site plan. (See the attached sheet indicating the
necessary information).
5. Signage is one aspect of this review, therefore, the proposed sign location must be
shown with the required dimensions showing distances from property lines.
AdditionaUy, a legible elevation of the proposed signage must be submitted
identifying the dimensions and area of the proposed sign including height, (which
shaU be compatible in scale) the proposed sign materials (which shaU be compatible
with the existing stmcture), and the type of sign (for example, individual chaimel
letters, and mounted to a specific type of material). A sign permit appUcation has
been included as part of the appUcation. This is being retumed because the sign
permit cannot be issued until after the project has been approved. At the time of
sign permit appUcation, it wiU be necessary to provide the actual sign copy along
with the information requested above.
ENGINEERING:
Submit a suitable site plan showing the required information as foUows:
A. Name, address, and telephone number of the appUcant, owner, and person
who prepared the plan.
B. Width of aU adjacent streets and aUeys
C. Typical cross-sections of all existing streets and aUeys
D. Width of any pubUc or private easements
E. Location of nearest fire hydrant.
ISSUES OF CONCERN
PLANNING:
1. The site will require landscaping to improve and enhance the proposed office
building use. Landscaping should consist of shmbs, trees, and groundcover with
permanent irrigation proposed to support the landscaping. Special emphasis shaU
be placed on the front yard setback and on the rear yard area in front of the parking
stalls. If the chainlink fence instaUed between the side property line and the
stmcture is to be retained, it must be screened with landscaping.
2. Residential stmctures converted to commercial purposes shaU be brought into
conformance with aU the requirements of Title 18 of the Carlsbad Municipal Code.
3. Any lot proposed for non-residential development which adjoins a lot located in a
residential zone shaU have soUd masonry waU of 4-6 feet in height instaUed along
the common property line except in the front yard where the wall shaU be reduced
to 42 inches in height.
4. Since it appears that the lot width is 50 feet, and six 8.5 feet v^de parking spaces
require 51*, either delete the sixth parking space and propose 4 standard spaces and
one handicapped space, or five standard spaces.
5. CUents and employees wiU be unable to access the office through the existing
chainlink fence in front of the proposed parking spaces and no walkway has been
provided. Please indicate on the plan how access wiU be provided.
6. Propose an acceptable altemative to the existing fiberglass screen attached to the
chainlink gate across the driveway.
7. Is the roof-mounted television antenna a part of the mortgage company operation?
If not, please propose removing the antenna.
ENGINEERING:
1. Since the aUey width is only 20' wide, the parking staUs wiU need to be 24* deep for
the purpose of maintaining a sight distance corridor.
