(p. 5-26/attached) However, we wish to be assured that the present \ • v.- " environment with st:reet trees will be maintained. The site already fulfills the goal for v^ich the second item of this strategy, the recommended street txee program, is intended. The design may be altered and the species may have to be different but we expect the present visual aspect of txees along Laguna Drive at this site to be retained in this inprovement. fD OTHER STf ATEGIES Land Use STRATEGY 18 PROHIBIT DRIVE-UP AND DRIVE-THROUGH USES More development intensity should be encouraged in the Village. Over time the current bank drive-through areas, for example, should be converted to other development The proposed parking district may be one too! to assist in encouraging that transition. Urban Design STRATEGY 19 IMPROVE THE PEDESTRIAN AND VISUAL ENVIRONMENT Complete the Sidewalk System Current City policy leaves gaps in the sidewalk system until new private construction is undertaken., This strategy component would complete the sidewalks either to current City or temporary standards. Develop a Neighborhood Street Tree Program Over time, a street tree program of carefully selected species would be carried out to improve North State Street ^luThe quality of the ViUage residential neighborhoods. Develop a Neighborhood Pedestrian Lighting Program Pedestrian scale Ughting would be added throughout the ViUage to improve pedestrian safety and to give an overall sense of the area as *The ViUage." Paint Existing Traffic Signals and Other Utilitarian Fixtures While it would be desirable to install fixtures with a VUlage character and scale, that is unlikely to be achievable. Cities like Victoria, British Columbia, have taken die approach of painting street lights, traffic signal poles and other elements a uniform color ( Ught blue in Victoria's case ) which softens their appearance and gives a sense of specialness to the area.
