TFiANK YOU COMMENTS: PLANS ATTACHED FRM0G20 10/91 Date: 09-23-92 To: Planning Department From: Police Department/Crime Prevention Subject: Plan Review # RP 92-9 The area of concern to the Police Department with this plan is: General building security. General security for employees and patrons. Plan review recommendations Lighting- Aisles, passageways, and recesses related to and within the building complex shall be illuminated with an intensity of at least twenty-five one hundredths (.25) footcandles at the ground level during the hours of darkness. Lighting devices shall be protected by weather and vandalism-resistant covers. Open parking lots and carports shall be provided with a maintained minimum of one (1) footcandle of light on the parking surface during the hours of darkness. Landscaping- The exterior landscaping should be kept at a minimal height and fullness giving police, security services and the general public surveillance capabilities of the area. Business Considerations- Storage or disposal bins should be located away from the area of any loading or receiving area. Doors- Wood doors shall be of solid core construction with a minimum thickness of one and three fourths inches. Hollow steel doors shall have a minimum sixteen U.S. gauge and have sufficient reinforcement to maintain the designed thickness of the door when any locking device is installed. Glass doors shall have fully tempered glass or rated burglary resistant glazing. All swinging exterior wood and steel doors shall be equipped with a dead bolt. All double doors shail be equipped with an astragal constructed of steel a minimum of .125 inch thick which will cover the opening between the doors. The astragal shall be attached to the outside by means of welding or with non-removable bolts spaced apart on not more than ten inch centers. The inactive leaf shall be equipped with metal flush bolts having a minimum embedment of five-eighths inch into the head and threshold of the door frame. The jamb on ali aluminum frame swinging doors shall be so constructed or protected to withstand 1600 pounds of pressure in both a vertical distance of three inches and horizontal distance of one inch each side of the strike, so as to prevent violation of the strike. Panic hardware shall be installed whenever it is required by the Uniform Building Code. All roof openings shall be secured. By, Jodeene R. THANK YOU COMMENTS: PLANS ATTACHED FRM0C2O 10/91 f OCTOBER 29, 1992 TO: ANNE HYSONG FROM: Jim Davis RP 92-09 McCLELLAN BLDG., Chiropractic Office We have completed our review of the re-submitted project, received 10-22-92. We cannot recommend denial of the project on engineering grounds even though there are two minor engineering issues with the project. These two issues are: 1. One internal aisle has a width of 20 feet rather than the required 24 feet. We believe the parking lot has adequate function without meeting this requirement. 2. The entrance from Beech Avenue does not have the required 20 foot clear queuing distance before the first parking space. As stated in a previous response, since this is an existing condition and the project is in the Redevelopment area we can find for waiving the requiremenL. , / c4-Ai^r7t-r/<: On the other hand we do not recommend approval because Planning still has concerns with the project. If the project could be found approvable we would require that the following conditions be attached to the approval of the project: (custom) Eight feet shall be dedicated by the owner along the project frontage on Roosevelt Street based on a center line to right-of-way width of 33 feet and in conformance with City of Carlsbad Standards prior to occupancy of the site for chiropractic office use. If the dedication is not made then this project will not be consistent with the General Plan and approval for the project will be void. (custom) Prior to occupancy of the site as a chiropractic office the owners of the subject properties shall execute a Hold Harmless Agreement regarding drainage from APN 203-181-16 across APN 203-101-12 and across APN 203-101-34. If the agreement is not executed then this project will not be consistent with the General Plan and approval for the project will be void. 34. Unless a standards variance has been issued, no variance from City Standards is authorized by virtue of approval of this SITE PLAN. An Engineering informational report is not submitted since this project is a change in use and involving parking lot modifications on an existing improved site. Upon request Engineering will furnish any engineering information needed. The application as submitted is technically incomplete. However the Engineering Department understands the project proposal sufficiently that we would be in a position to recommend approval if the issues can be resolved. Therefore we can find the application COMPLETE but with issues. The issues are as follows: 1. The parcel between the two project parcels, APN 203-101-12, should be made a part of the project. Explanation: The site plan shows the project as being on two non-contiguous parcels, APN 203-101-34 and APN 203-181-16. Yet construction of a concrete drainage swale across the parcel between the two non-contiguous parcels is shown. Therefore the project involves all three parcels. 2. Street cross-sections of both streets should be shown on the site plan. Dimensions of paving and sidewalk as well as right-of-way would be helpful for review. 4. We will be requiring a dedication of an additional 8 feet of right-of-way on Roosevelt Street along the frontage of APN 203-101-12, the middle parcel mentioned above.
