ENVIRONMENTAL IMPACT ASSESSMENT FORM - PART I
This Environmental Impact Assessment (EIA) Form - Part I will be used to
determine what type of environmental documentation (i.e. Environmental Impact
Report, Mitigated Negative Declaration, Negative Declaration or Exemption) will
be required to be prepared for your application, per the California Environmental
Quality Act (CEQA) and Title 19 of Carlsbad's Municipal Code. The clarity and
accuracy of the information you provide is critical for purposes of quickly
determining the specific environmental effects of your project.
Recent judicial decisions have held that a "naked checklist", that is a checklist
that is merely checked "yes" or "no", is insufficient to comply with the
requirements of the California Environmental Quality Act. Each "yes" or "no"
answer must be accompanied by a written explanation justifying the "yes" or "no"
answer. This is especially important when a Negative Declaration is being
sought. The more information provided in this form, the easier and quicker it
will be for staff to complete the Environmental Impact Assessment Form - Part
II.

1. Please describe the project site, including distinguishing natural and
manmade characteristics. Also provide precise slope analysis when a slope
of 15' or higher and 15% grade or greater is present on the site, (N/A) The project
site involves two parcels. Parcel 1 (203-101-34) is 59'xl61' (9,499 sq.ft.) and Parcel 2
(203-181-16) is roughly 62'xl54' (9,548 sq.ft.). Parcel 1 on the corner of Beech Avenue
has an existing retail/commercial building with 4 apartments units on the second story.
Parcel 2 has a parking lot with 21 proposed spaces.Both lots are infill and have been
previously disturbed and are relatively flat.
2. Please describe energy conservation measures incorporated into the design
and/or operation of the project, (M/A) This is an existing shell building which
is getting a change of use from retail/commercial to medical office with corresponding
parking. No tenant improvements are needed.
3. PLEASE ATTACH A PROJECT SUMHARY SHEET WHICH SHOWS THE FOLLOWING;
a. If a residential project identify the number of units, type of units,
schedule of unit sizes, range of sale prices or rents, and type of
household size expected, average daily traffic generation (latest SANDAG
rates). 4 Two-bedroom residential apartments units exist on the second floor
of the subject building, however, these are not proposed for any change.
b. If a commercial project, indicate the exact type, activity(ies),
square footage of sales area, average daily traffic generation
(latest SANDAG rates), parking provided, and loading facilities.
The proposed change in use would result in 3,396 square feet of the existing
ground floor office space to be changed to a chiropractor-medical office with 1,141 square
feet to remain retail/commercial. This use results in 21 offsite parking spaces, 12 of
which currently exist and 9 proposed new spaces.
c. If an industrial project, indicate the exact type or industry(ies),
average daily traffic generation (latest SANDAG rates), estimated
employment per shift, time of shifts, and loading facilities.

EXPLANATION: The existing and proposed retail/commercial,
residential and medical office uses are allowed pursuant
to the City's existing General Plan and Municipal Code.

EXPLANATION: There are no siqnificant recreational
or aesthetic areas in the vicinity of the site. The
project only involves parking adjustments consistent with
the village Redevelopment Plan and Design Manual.

EXPLANATION: The mixed offiOR flnd residential neighborhood
surrounding this site will not be functionally affected by
this project as it is infill and consistent with General Plan
and Redevelopment goals and policies.

and the four-unit apartment on the upper level will
remain unchanged.

of the subject parcels as they are previously disturbed
infill lots and the Rxisting retail/rnmmprrial building

disturbed with an existinq retail/commercial building
and parking lots. No historical or archaelogical sites
exist onsite or in the near vicinity.

EXPLANATION: There are no natural resources remaining
onsite. This is an infill project changing the use and
parking for an existinq structure.

village "Inner City" area of Carlsbad which has all been
previously disturbed with development. No sensitive plant
or animal species exist.

EXPLANATION: There are no significant waterways near
the subject parcels. The Buena Vista Lagoon is located
several blocks to the north of the subject site, but none
of the existing features of the lagoon will be changed by the minor addition of 9 new parking spaces.

ation of agricultural lands? xx
EXPLANATION: There are no agricultural lands onsite
or in the vicinity.
14) Could the activity serve to encourage development
of presently undeveloped areas or intensify develop-

EXPLANATION: This project would not create or encourage development of any undeveloped areas, out it wouia result
in a very minor intensification from retail/commercial to
medical office use for J,jyb square teet or an existing
building with additional parking (pursuant to existing
General Plan, Zoning and Redevelopment use Allowances).

EXPLANATION: No invironmental standards will be
greatly impacted by the change of use and additional
parking. There may be a slight increase in traffic
generation affecting air quality, but the impacts will
be minor. .

EXPLANATION: This project is just a change of intemal
use and additional parking for an existing building.

Permit and there are no significant resources.

minor project is required and will be reviewed by the
design review board. If the lot is deemed as a common
facility for two uses, a 15% reduction in number of

carry the site's drainage without impacting water
resources. Minor increases in ADT's (Approx. 34
additional ADT's due to change to medical office),
may affect air guality, but not significantly nr regionaliy.

EXPLANATION: The project could result in an additional
34 ADT's but this does not result in significant increase
in fuel consumption.

EXPLANATION: The land forms were previously
disturbed. These are ^lat pads with no significant
change to land form.

utilities and public facilities. The use is slightly
increased to medical office from retail/commercial in
a portion of the building, but this is not significant.

EXPLANATION: The project should not impact or
reduce wind or water erosion as it is a rhange nf

EXPLANATION: There are no existing fish or wildlife
habitats onsite. Both parcels have been previnnsly
disturbed for development.

II. STATEMENT OF NON-SIGNIFICANT ENVIRONMENTAL EFFECTS
If you have answered yes to any of the questions in Section I but think
the activity will have no significant environmental effects, indicate your
reasons below:
14.) This project could intensify development in an already developed area, but
in a very minor way. Only the interior use of the exisiting building is
being changed from retail/commercial to medical office for a chiropractor's
office. No new construction is proposed. This project is consistent with
the general plan, zoning code and redevelopment plan for the area.
