Absent: None. APPROVAL OF MINUTES: On motion by Commissioner Kulchin, the following Minutes were approved as presented: Minutes of the Special Meeting held August 11, 1992, Minutes of the Regular Meeting held August 18, 1992. AYES: Lewis, Kulchin, Larson, Stanton and Nygaard ABSTAIN: Nygaard (Minutes of August 18, 1992) EXECUTIVE DIRECTOR AND DEPARTMENTAL REPORT: 1. AB #218 - FISH HOUSE VERA CRUZ REQUEST TO SUBLEASE PARKING SPACES. Commissioner Larson suggested there needs to be a cap on the number of public parking spaces the City is willing to lease; also the money should go toward a way to provide new spaces. Commissioner Nygaard suggested that the money received from the lease of the public parking spaces be set aside in a fund to be used to provide additional parking in the future. Bill Hofman, Hofman Planning Associates, 2386 Faraday Avenue, Suite 120, representing the Fish House Vera Cruz, spoke in favor of the request. John Jones, 3034 State Street, spoke in opposition to leasing spaces in the parking lot, stating there is a barn and a kerosine tank that will need to be removed before any internal parking can be put in. Chairman Lewis expressed the need for standards so the City doesn't lose all the public parking spaces to new businesses coming in when existing businesses may not have sufficient parking. Marty Orenyak stated all of the Commission's suggestions would be processed through the Master Plan Review Committee. t September 8, 1992 Page 2 EXECUTIVE DIRECTOR AND DEPARTMENTAL REPORT: (Continued) ACTION: On motion by Commissioner Kulchin, the Commission authorized the sublease of eleven (11) parking spaces within the Carlsbad public parking lot (Baumgartner lease) located on the west side of State Street between Carlsbad Village Drive and Oak Avenue for the purposes of meeting current parking requirements for a new fish market and restaurant, contingent upon Design Review Board approval of the project.
