XL 'a,^- - ' o . .• \-// October 30, 1992 TO: ANNE HYSONG, PLANNING DEPARTMENT ^ FROM: Karen Sauer, Housing & Redevelopment Department RP 92-11 LOST LAMB MINISTRY Several Issues associated with RP 92-11 Lost Lamb Ministry are of concern to this department. ^ INCORRECT BRIEF LEGAL DESCRIPTION ON APPLICATION-The Information included in item three on page two of the Land Use Application Form does not appear to be correct. According to the assessor parcei maps in our office, the proposed use is not located within the "parking lot of 825 Carlsbad Village Drive," but is located on an adjacent parcel which has an address of 3035 Harding Street. « INCORRECT ADDRESS ON APPLICATION-The address listed on the application is 825 Carlsbad Village Drive and is located on assessor parcel number 203-352- 18. The address for the proposed site should be 3035 Harding Street as Indicated on the site plan and corresponds with assessor parcel number 203-352-15. If the applicant is proposing a change in use at the Good Shephard Church parking lot at 825 Carlsbad Village Drive, then the assessor parcel number should be 203- 352-18 and the appropriate address should be Included on the site plan. (The assessor parcel map is attached.) ^ PROPOSED USE NOT PERMITTED BY RIGHT-The proposed use is not permitted by right at 3035 Harding Street or 825 Carlsbad Village Drive because only the following uses are permitted by right "Bona fide restaurants, boutiques, retail shops, craft shops, specialty shops, professional complexes, medical shops, professional complexes, medical complexes with labs and pharmacies, law firms, architectural and engineering firms, accounting firms, utility company offices and company headquarter offices." « PROPOSED USE IN SPECIAL TREATMENT AREA IS NOT ENCOURAGED-The applicant is proposing to conduct homeless assistance from a 240 square foot modular unit with storage in a 208 square foot storage bin. The activities Include daily food and clothing distribution, referral services and outdoor religious services (on an adjacent property) for homeless individuals. » C-1 ZONING REQUIREMENTS-The land uses allowed In Sub Area 1 include C-1, C-2 and R-P and C-2 is not compatible. There are several limiting factors included in the C-1 zoning section 21.26.020: "(1) All uses shall be conducted wholly within a building except such uses as drive-in restaurants, gasoline stations, electrical -transformer substations and nurseries for sale of plants and flowers and similar enterprises customarily conducted in the open." The modular unit is not large enough for all of the proposed activities associated with the Lost Lamb Ministry to take place Inside. The current operation includes tables In the adjacent parking lot for food distribution with outdoor dining and outdoor religious services. » INADEQUATE ONSITE PARKING-The site would need S spaces to meet the standard for SFD, garage/storage, modular office and storage bin. One parking space is provided by the carport and the church bus parks on site, Immediately adjacent to the alley. ASSEMBLY IN PARKING LOT-Religious services are also being conducted In the parking lot of the Good Shephard Church. The parking lot provides the required parking spaces for the church. I am not aware of a joint use agreement or long term parking arrangement between the Good Shephard Church and the Lost Lamb Ministry. « SETBACK FROM ALLEY-The site plan indicates that there Is a 17 foot setback between the alley and the modular unit. The site plan Is deceiving because, the setback area Is where the church bus parks. Therefore, the Housing & Redevelopment Department is not supportive of the project as proposed and would recommend that the RP 92-11, be significantly amended or relocated to a more appropriate site.
