The Planning Department has reviewed your Redevelopment Pennit, application no. RP 93-02, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directiv to vour staff planner bv appointment All list items must be submitted simultaneouslv and a copv of this list must be included with vour submittals. No processing ofyour application can occur until the application is determined to be complete. The second list is issues of concem to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initiallv filed, April 21,1993, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessaiy to detennine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Revise the application to include the development of a parking lot at the northwest comer of Carlsbad Village Drive and State Street (See Chapter 21.44.080 of the Zoning Ordinance attached.) The owner of the parcel must sign the application. ISSUES OF CONCERN PLANNING: 1. The proposal to utilize parking in an unimproved lot located at the northwest comer of Carlsbad Village Drive and State Street is unacceptable unless the improvement of the parking lot is included as a part of this proposal. 2. Twenty-four feet (24') of back-up is required from the end of a 20' deep parking space to the opposite end of the alley. Since the alley is only 20' wide, an additional 4' must be provided (see attached check print). 3. The additional patio seating area must be parked at the restaurant parking standard of 1 space per 100 square feet of area. Your proposal to add 493 square feet requires 5 parking spaces. The two parking spaces proposed will allow a 200 square foot patio addition. ENGINEERING: 1. The area does not have sufficient length. A. The required area for parking adjacent to a 20 foot alley is 24 feet in length with a minimum width of 8.5 feet. The area has the required width but not the length. B. The additional four feet of length over the standard length of 20 feet is needed in order for standard cars to be able to tum into and out of the space without going into the spaces on the other side of the alley. C. The site plan shows removal of six linear feet of patio to allow for a 20 foot long parking space. In reality, an additional four feet of removal will be needed for a total of ten feet removal. 2. If ten feet of patio length is removed, the grade differential between the patio slab and the alley v^dll require the existing spaces to be re-graded. Re-grading may expose the foimdation of the building marked "coinmon building storage" on the site plan. A need for a stairway may also be created. This may become a building code issue. Engineering is only pointing out that the issue may arise during review of a building pennit application. The item requested from you earlier to make your Minor Redevelopment Permit, application no. RP 93-02 complete is no longer necessary. It has been determined that the application is now complete for processing. Please incorporate the attached data table onto the site plan and submit 15 copies to the Planning Department by June 30, 1993. Your application has been tentatively schedided for Design Review Board hearing on July 21,1993. Project conditions will include a limitation on the outdoor patio eating area to 200 square feet and 3 tables and limiting the indoor dining area to 4 tables.
