Since the request is for a weekend day, I have two thoughts: 1) Let's give it a try for awhile to see if it impacts anything we might not foresee -1 support the 6-month trail period proposed by Engineering. 2) Previous Special Events for that space have first choice - i.e., Carlsbad 5000, etc. Otherwise, I wish everyone a successful Market and hope it adds to the quality of our downtown village. All Items needed for engineering review are provided for determining the application as complete. There are Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project. Transportation Division did give the following input to consider: 1. If possible, consider restricting the amended permit to a 6-month temporary permit. 2. There may be conflicts with some special events each year such as the annual Carlsbad 5K run. I am sending you via intercity mail some info about Vehicle Code section 22658(a) which authorizes removal (towing) of vehicles from private property. At the back of the info is a sample sign(s) and wording. So long as the "minimum" size and wording on the sign is met per 22658, it would be OK. Since the lot is public property (or part of it), would there need to be a council ordinance permitting towing (Bob Johnson would know at x2752). Or, if it is a private event (Farmer's Market) do they need the language/signage in 22658? Don Lt. The current Wednesday Fanners Maricet is a successful, and well-attended, maricet. The 2:00 PM to 5:00 PM hours woric well for local, non-woricing residents and local business people who can leave their businesses to come and purchase their weekly produce, etc. However, there is a large segment of the community that we cannot accomnKXlate. The CVBA wouW like to request the addition of a second Farmers' Market on Saturday momings. In the same parking lot location (on Rcx^sevelt, between Carisbad Village Drive and Grand Avenue). This second maricet would have the same corifiguration of certified farmers, focxl booths, plants sellers, etc. on Saturday nK)mlngs between 8:00 AM and 11:00 AM. Because we are requesting that we add a second Fanners' Maricet on a different day and time, in the same tocation, we woukl need to request revised signage In the parking lot to Indtoate the tinges for both maricet days. According to the current permit, the hours stated for the Wednesday Fanners' Market are from 2:00 PM to 6:00 PM. The pennit also states that the paridng tot is resen/ed for the Wednesday Farmers' Maricet from 1:00 PM to 8:00 PM. The signs In the parking lot, however, state that the parking tot Is reserved for the Farmers' Maricet from 12:00 noon to 7:00 PM. Because there are so many different time spans stated on the pennit, we would like to request that the new signs read as foltows: Paricing Lot resen/ed for Wednesday Fanners' Maricet from 1:00 PM - 6:00 PM Saturday Fanners' Maricet from 7:00 AM - 12:00 Noon Cynthia Bueker, the current Wednesday Farmers' Maricet manager will manage both of the Farmers' Markets. Our intention is to continue to have a successful, and well-attended, market and to extend that quality into the Saturday Maricet. It Is already a tradition that many restoents of Carisbad and North County come to the Village fbr breakfast on Saturday momings. Having this maricet on Saturdays would offer working residents an opportunity to shop at the Farmers' Market, since the Wednesday maricet occurs during business hours. It Is aiso an opportunity to bring more restoents Into the Village to shop, which wouto be a wIn-wIn for everyone. Piease let us know if you have any additional questtons.
