NOTICE OF PUBLIC HEARING
CARLSBAD VILLAGE BREWERY AND PUBLIC HOUSE
NOTICE IS HEREBY GIVEN that the Design Review Board of the City of Carlsbad will
hold a public hearing at the Council Chambers, 1200 Carlsbad Village Drive,
Carlsbad, California at 5:00pm on Wednesday, February 7, 1996 to consider
approval of an amendment to Major Redevelopment Permit (94-OVA) and Coastal
Development Permit (94-OSA) to allow the installation and use of a large Grain
Silo (21 feet tall, 20 feet in diameter) at the site of an existing restaurant
and microbrewery on property located at 571 Carlsbad Village Drive on the
southwest corner of Roosevelt Street and Carlsbad Village Drive in the Village
Redevelopment Area and more particularly described as:
A portion of Block 33, lots 17 thru 19 of Carlsbad Lands, according to Map No. 775, filed in
the Office of the County Recorder, in the City of Carlsbad, County of San Diego, State of
California.
Those persons wishing to speak on this proposal are cordially invited to attend
the public hearing. Copies of the staff report will be available on and after
February 1, 1996. If you have any questions, please contact Debbie Fountain in
the Housing and Redevelopment Department at 434-2935.
If you challenge the amendment to the Major Redevelopment Permit or Coastal
Development Permit in court, you may be limited to raising only those issues you
or someone else raised at the public hearing described in this notice or in
written correspondence delivered to the City of Carlsbad at or prior to the
public hearing.
NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the
environmental effects of the project described above have already been
considered in conjunction with previously certified environmental docu-
ments and, therefore, no additional environmental review will be required.

RE: CARLSBAD VILLAGE MICROBREWERY AND PUBLIC HOUSE
Dear Brett:
The Housing and Redevelopment Department has reviewed the plans you submitted to
the Building Department for review, which are dated November 11, 1996. The following
corrections must be made to the plans before the Housing and Redevelopment
Department will be able to approve them:
1. Per the approved Redevelopment Permit, the height of the silo must be reduced to
21 feet maximum. The height currently noted on the plans of 21 feet, 7 inches is
not acceptable.
2. Per the approved Redevelopment Permit, the existing landscape area to the rear of
the building and located on the east side ofthe property was to be extended to the
building (please see notes on attached redlined plans). The additional landscape
area is to be approximately 6' X 10' (60 square feet). This new landscape area
should match the existing landscape areas in terms of plant materials. In addition,
this new landscape area must include a large palm tree. The fence is to be located
at least 6 feet from the eastern edge of the building to allow for this landscaped
area.
3. Per the approved Redevelopment Permit, the fence to be constructed was to be a 6
foot tall redwood lattice fence in a color to match the stucco color of the building.
Flowering vines were to be added to the lattice work to create additional
landscaping and to provide for further screening ofthe silo and the area beneath it.
The plans you submitted indicated that you plan to construct a 7 foot tall fence made
of standard iron/steel and painted dark green. The Housing and Redevelopment
Department may be able to approve the iron/steel fence. However, a detailed
landscape plan, which lists ail plant types, must be submitted which indicates the
type of flowering vine to be added to the fence to provide for the required screening.
Until the Housing and Redevelopment Department receives the detailed landscape
plan, staff will be unable to approve the new design of the fence. Please note also
that the fence must be located at least 6 feet from the eastern edge ofthe building.

As a reminder, the Carlsbad Village Microbrewery and Public House is in current
jeopardy of losing its Redevelopment and Coastal Development Permits if the
delinquent status of the monthly lease payments for parking continues to be a problem.
The Housing and Redevelopment Department receives regular notices from the City's
Finance Department that the Microbrewery is not remitting payments according to the
approved agreement. At various times since approval of the permit, the Microbrewery
has been at least 3 to 6 months delinquent on these payments. Please remember that
the effectiveness of the approved permits is contingent upon the Microbrewery's
payment of its monthly parking fee.
Please make the corrections noted above on the plans submitted for installation of the
grain silo and make every effort to complete this installation and additional landscaping
as soon as possible. Also, you are strongly encouraged to begin making your parking
payments in a more timely manner. If you have any questions regarding Housing and
