NOTE: WHEN THE APPLICATION IS TENTATIVELY SCHEDULED TO BE HEARD BY THE
DECISION MAKING BODY, THE PROJECT PLANNER WILL CONTACT THE APPLICANT
AND ADVISE HIM TO SUBMIT THE RADIUS MAP. TWO SETS OF THE PROPERTY
OWNERS UST AND LABELS. THE APPUCANT SHALL BE REQUIRED TO SIGN A
STATEMENT CERTIFYING THAT THE INFORMATION PROVIDED REPRESENTS THE
LATEST EQUAUZED ASSESSMENT ROLLS FROM THE SAN DIEGO COUNTY ASSESSOR'S
OFFICE. THE PROJECT WILL NOT GO FORWARD UNTIL THIS INFORMATION IS
RECEIVED.
- A typewritten Ust of names and addresses of aU property owners within a 600 foot
radius of subject property (including the appUcant and/or owner). The list shaU include
the San Diego County Assessor's parcel number from the latest assessment rolls.
- Two (2) separate sets of mailing labels of the property owners within a 600 foot radius
of subject property. For any address other than single family residence, apartment or
suite number must be included. DO NOT TYPE ASSESSOR'S PARCEL NUMBER ON
LABELS.
• 8. 600 Foot Radius Map
A map to scale not less than 1" = 200' showing each lot within 600 feet of the
exterior boundaries of the subject property. Each of these lots shall be consecutively
numbered and correspond with the property owner's list. The scale of the map may
be reduced to a scale acceptable to the Plarming Director if the required scale is
impractical.
Three (3) copies of the PreUminary Titie Report (current within the last six [6]
months).

10. Proof of availabiUty of sewer if located in the Leucadia County Water District or the
VaUeeitos Water District.
11. Colored Site Plan and Elevation Plan (Not required with first submittal). It is the
AppUcant's responsibiUty to bring one (1) copy of a colored site plan and one(l)
copy of a colored elevation to the Plaiming Department by Noon eight (8) days prior
to the Planning Commission meeting. Do not mount exhibits.
12. Constraints Map (24" x 36") folded to 8 1/2" x 11" shaU include the foUowing

A W^S3 AU projects must evaluate their potential impacts on the regional transportation system,
' including the costs of mitigating the associated impacts, as required by the SANDAG
Congestion Management Program (CMP).
For projects with an average daily traffic (ADT) generation rate greater than 500
vehicles per day or 200 or more peak-hoiu" vehicle trips:
Submit two (2) copies of a Circulation Impact Analysis for the project. The analysis
must be prepared by a Registered Traffic Engineer or Registered Civil Engineer. The
analysis must show project impacts to aU intersections and road segments identified as
impacted within the included Local FaciUties Management Plan or as otherwise
determined in discussions with staff. The foUowing minimum information should be
included with the study:
a) 8 1/2" X 11" or 8 1/2" x 14" plats showing zone impacted roads, backgroimd and
project AM and PM peak hoiu: impacts and traffic distribution.
b) Project traffic generation rates and traffic assignment.
c) Necessary calculations and/or analysis to determine intersection and road segment
levels of service.
d) Any proposed mitigation requirements to maintain the pubUc faciUty standards.
e) On CoUector streets and above, an analysis of the need for a traffic signal wiU be
required.
"Large" projects: Any project which, upon its completion will be expected to generate
either an equivalent of 2,400 or more average daily vehicle trips or 200 or more peak-
hour vehicle trips, including large projects that may have already been reviewed imder
CEQA but require additional local discretionary actions, is defined as a "large project"
under the SANDAG Congestion Management Program (CMP) and wiU be subject to
enhanced CEQA review as specified in the CMP.

Depending upon the complexity of the project, the City of Carlsbad reserves the right
to require a traffic study on any project.
14. Noise study consistent with Plaiming Director Administrative PoUcy No. 17 (when

16. Ten (10) copies of preliminary landscape plan on a 24" x 36" sheet(s) folded to 8 1/2"
xll" size drawn to the same scale as site plan. Fifteen (15) copies of the landscape
plans shaU be submitted by the appUcant upon request of the project planner prior to
approval of the project. Each landscape plan shaU include the foUowing information:
a. Landscape zones per the City of Carlsbad Landscape Manual.
b. Typical plant species, quantity of each species, and their size for each planting zone.
(Use symbols).
c. An estimate of the yearly amoimt of irrigation (supplemental) water required to
maintain each zone.
d. Landscape maintenance responsibiUty (private or common) for aU areas.
e. Percent of site used for landscaping.
f. Water Conservation Plan.
Ten (10) copies of the buUding elevations and floor plans on a 24" x 36" sheets(s) folded
to 8 1/2" xll" size. Fifteen (15) copies of the bmlding elevations and floor plans shaU
be submitted by the appUcant upon request of the project planner prior to project
approval. Each buUding elevation and floor plan shaU include the foUowing information:
a. Floor plans with square footage included.
b. Location and size of storage areas.
c. AU buUdings, stmctures, walls and/or fences, signs and exterior Ughts.
d. Include a scale on aU floor plans and bmlding elevations.
e. Indicate on aU buUding elevations, compUance with Carlsbad Height Ordinance
21.04.065.
18. For Master Plan and Specific Plans Onlv
a. It is strongly recoinmended that the appUcant meet v^th staff before submitting text
and maps for a master plan or specific plan.
b. After staff and the appUcant have worked out the details of the specific plan or
master plan a minimum of 20 bound copies of the master plan wiU be required prior
to scheduling the project for a pubUc hearing

demonstrate that the standards modification or other requested incentive is necessary
to make the project economicaUy feasible.
b. A detaUed vicinity map showing the project location and such details as the location
of the nearest commercial retaU, transit stop, potential employment locations, park
or recreation faciUties or other social or community service faciUties.
c. For condoininium conversion requests, a report documenting the foUowing
information for each unit proposed to be converted: the monthly income of tenants
of each unit throughout the prior year, the monthly rent for each unit throughout
the prior year and vacancy information for each unit throughout the prior year.
d. Identify the number and location of lower income dwelling units.
26. Senior Citizen Housing Proiects
a. A letter signed by the present owner stating what specific incentives are being
requested from the City, (i.e. density bonus, modification of development standards
or other additional incentives). For any development standards modification or other
additional incentive requested, the appUcant shaU submit a project pro-forma to

demonstrate that the standards modification or other requested incentive is
necessary to make the project economicaUy feasible.
b. A detaUed vicinity map showing the project location and such details as the nearest
market, transit stop, park or recreation area, medical faciUties or other related uses
or services likely to be patronized by senior citizens.
c. Ten (10) copies of floor plans for each different type of unit indicating a typicaUy
fumished apartment, with dimensions of doorways, haUways, closets and cabinets.
d. Ten (10) copies of floor plans showing any common areas and accomodations.
e. Identify the number and location of lower income inclusionary dwelling units.
f. A plan for monitoring age restrictions for aU units and income restrictions for
designated inclusionary units.
