NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad intends to APPROVE an Administrative Redevelopment Permit (ARP 96-08) for conversion of a retail suite to a mineral springs spa at 2802 Carlsbad Boulevard. Under the proposal, the existing first floor of a two story mixed use building will be converted from a retail use to a new massage therapy service. Service to include massages, body wraps, aroma therapy, facials, and personal health management. The second story residential unit will remain as it currently exists. The property is located on the southeast corner of Christiansen Way and Carlsbad Boulevard. Those persons wishing to speak on the proposed project and intended action by the Housing and Redevelopment Director are cordially invited to submit written comments or contact the Housing and Redevelopment Department by 5:00pm on Monday, March 3, 1997. Date of Notice: September 29, 1997 NOTICE IS HEREBY GIVEN that after considering all comments received from the public, the Housing and Redevelopment Director of the City of Carlsbad has made a final decision to APPROVE a combined Administrative Redevelopment and Coastal Development Permit (RP/CDP 96-08) for conversion of a retail suite to a mineral springs spa at 2802 Carlsbad Boulevard, which is located on the east side of Carlsbad Boulevard between Christiansen Way and Grand Avenue. The assessor parcel number is 202-173-01. The proposed project is located within the Coastal Zone, but is not within the "appealable" area of the Coastal Zone. The Housing and Redevelopment Director has determined that the proposed project does meet all applicable development standards and is consistent with the Village Master Plan and Design Manual. The applicant for the administrative redevelopment/coastal development permit is Ludvik and Veronica Grigoris, property owners. The application for the subject permit was originally submitted on December 23, 1996. The application number assigned to the permit is RP/CDP 96-08. A notice of intended action to approve the subject permit was mailed to all property owners within 300 feet of the subject property on February 19, 1997. Based on some discussions following the first notice, the project was placed on hold to allow the property owner time to initiate the application process for obtaining a massage establishment license. Approval of a massage establishment license for the subject project is pending final approval of the subject Redevelopment/Coastal Development Permit. Project approval allows for the applicant to convert the first floor of the existing two story building from a retail use to a new massage therapy service. The services to be provided include massages, body wraps, aroma therapy, facials, mineral spring baths, and personal health management. The second story of the existing building shall remain as it currently exists, a residential unit. The approved Administrative Redevelopment Permit, with appropriate conditions, shall serve as the required Administrative Coastal Development Permit for the project. The Village Master Plan and Design Manual serves as the Local Coastal Program for the Village Redevelopment portion of the Coastal Zone. Consistency with the Village Master Plan and Design Manual allows for approval of the redevelopment permit as the Administrative Coastal Development Permit for the project. If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the Design Review Board, you must file a written appeal with the Housing and Redevelopment Department within ten (10) calendar days of the date of this decision/notice. The written appeal must be submitted no later than 5:00pm on October 9, 1997. Appeal forms are available at the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B.
