HomeMy WebLinkAboutRP 97-01; STARBUCKS COFFEE; Redevelopment Permits (RP) (11)CITY OF CARLSBAD NOTICE OF PUBLIC HEARING MINOR REDEVELOPMENT/COASTAL DEVELOPMENT PERMIT CONVERSION OF OFFICE TO COFFEE HOUSE (RP/CDP 97-01) NOTICE IS HEREBY GIVEN that the Design Review Board of the City of Carlsbad will hold a public hearinq in the City Council Chambers, 1200 Carlsbad Village Drive, Carlsbad, California at 6:00 p.m. on Thursday, May 29, 1997 to consider a request for a minor redevelopment and coastal development permit (RP/CDP 97-01) to allow the conversion of use of an existing medical office building to a coffee house on property located at 2924 Carlsbad Boulevard within the City of Carlsbad. The Housing and Redevelopment Director is recommending approval of the permit based on a determination that the proposed project meets all applicable development standards for existing buildings and is consistent with the Village Master Plan and Design Manual and Village Redevelopment Area Plan, which also serves as the Local Coastal Program for the Village segment of the Coastal Zone. The property is located on two parcels on the east side of Carlsbad Boulevard, between Carlsbad Village Drive and Grand Avenue. The assessor numbers for the two parcels related to the subject project are: 203-174-04 and 203-174-05. The proposed project is located within the Coastal Zone, but is not within the "appealable" area of the Coastal Zone. The applicant for the minor redevelopment/coastal development permit is Jeff Rasak, property owner. An application for an administrative redevelopment/coastal development permit was submitted on January 14, 1997. The application was subsequently revised to reflect issuance of a minor redevelopment/ coastal development permit on April 28, 1997, as a result of action taken by the Design Review Board in response to an appeal of the decision on the original Administrative Permit application. The application number assigned to the project is RP/CDP 97-01. The project consists of 1) conversion of a medical office building to coffee house; 2) the demolition of a portion of the existing building to reduce the size of the building from 1400 square feet (approx.) to 1000 square feet; 3) exterior improvements which will provide for new glass storefronts, fabric awnings and the addition of roof details to provide for a more visually appealing building; and 4) the provision of 5 on- site parking spaces, one of which will be a handicap accessible space. The proposed coffee house tenant will complete interior improvements to the renovated building. The Board's decision on all minor redevelopment and coastal development permits is final , unless the decision is appealed to the Housing and Redevelopment Commission within 10 calendar days of the date of the decision. Appellants must file the appropriate appeal form and pay the applicable appeal fee at the City Clerk's Office, 1200 Carlsbad Village Drive. The final decision of the Design Review Board or the Housing and Redevelopment Commission is not subsequently appealable to the California Coastal Commission. Those persons wishing to speak on the subject permits are invited to attend the public hearing. Copies of the staff report will be available on and after May 22, 1997 from the Housing and Redevelopment Office located at 2965 Roosevelt Street, Suite B.
